Fairfax County and the Virginia Department of Transportation are working on an agreement to include funding for Scotts Run Stream restoration efforts in McLean as part of the I-495 Northern Extension (495 NEXT) project, Fairfax County Board of Supervisors Chairman Jeff McKay said on Tuesday (Feb. 23).

McKay shared the news in a letter to Virginia Secretary of Transportation Shannon Valentine that reiterates some of the county’s lingering reservations about the project, which seeks to extend the I-495 Express Lanes approximately three miles from the Dulles Toll Road interchange to the American Legion Bridge.

“In conjunction with the stream restoration project planned by the County, the additional funds received from the I-495 NEXT concessionaire will provide a more holistic approach to stream restoration that helps promote streambank stabilization, enhanced outfalls, and an overall improvement to Scotts Run,” McKay said in the letter, which was unanimously approved by the full board during its meeting.

The board raised concerns about the environmental impact of 495 NEXT, among other issues, in a letter to Valentine in early December, stating that runoff from the proposed project would affect almost 100 acres of wetlands, water, and land around Scotts Run and the Potomac River and exacerbate flooding issues in McLean.

The potential Scotts Run agreement and Maryland’s announcement last week that it has chosen a consortium led by Tysons-based Transurban for its Capital Beltway toll roads project have eased some — but not all — of Fairfax County supervisors’ anxieties about 495 NEXT.

Urging VDOT to coordinate with its counterpart across the Potomac as closely as possible, Dranesville District Supervisor John Foust noted that, while last week’s announcement was a meaningful step forward, the actual realization of Maryland’s I-495/I-270 project remains far off.

“We have gone on record as saying that [495 NEXT] does more harm than good if we don’t get Maryland to move forward with their project,” Foust said. “They are making good progress. What happened last week, I think it was good news and very exciting, but they’re still not there yet.”

He also asked that McKay’s letter be amended to request more detailed renderings of planned ramps for the Dulles Toll Road interchange from VDOT, reiterating previously voiced concerns about the possible traffic and construction impacts on surrounding communities.

In addition, the Board of Supervisors wants VDOT to extend the shared-use trail included in the 495 NEXT project to Tysons, rather than ending it at Lewinsville Road, and fully fund one of the Tysons-Bethesda bus routes that have been proposed as a transit option for the I-495/American Legion Bridge corridor.

According to the board’s letter, the route would carry nine vehicles with an estimated initial cost of $5.2 million and annual operating costs of $2.2 million.

Springfield District Supervisor Pat Herrity cautioned against making too many demands of a project that already carried an estimated $500 million cost as of last March.

“Those requirements get paid by someone. They don’t get funded out of thin air,” Herrity said. “…Since these are just recommendations, I’m going to be supporting the letter, but I think we’ve got to be careful that we don’t push this project out of existence.”

Supervisor Walter Alcorn, who represents Hunter Mill District, said county leaders need to make their concerns about major projects like this known, especially since a private vendor will be involved.

“We have to make sure that the public interest and the environmental issues and everything else that’s important to the broader community is paramount,” Alcorn said.

VDOT issued the following statement to Tysons Reporter in response to the Board of Supervisors’ letter:

Updated at 3:55 p.m. on 2/19/2021 — The virtual public information meeting on the proposed Vienna Metro bicycle and pedestrian improvements has been postponed.

VDOT Northern Virginia spokesperson Kathleen Leonard says the meeting is being rescheduled for late spring, but the project team has not determined an exact date yet, since elements of the project are still being refined.

Earlier: The Virginia Department of Transportation will hold a virtual community meeting next Wednesday (Feb. 24) to discuss a proposal to improve the safety and accessibility of the Vienna Metro station for bicyclists and pedestrians.

The project site is located to the area north of I-66 between Blake Lane and the turn-off into the Metro station’s surface parking lot. It will focus on Sutton Road between Blake Lane and Country Creek Road, as well as a roughly half-mile stretch of Country Creek Road as it turns into Virginia Center Boulevard.

According to VDOT’s project page, the improvements currently being considered include:

  • Shared-use paths along Blake Lane and Sutton Road from the I-66 bridge to Country Creek Road
  • A two-way cycle track with adjacent sidewalk along Country Creek Road/Virginia Center Boulevard from Sutton Road to the Metro North Parking Lot entrance
  • A road diet along Country Creek Road/Virginia Center Boulevard from Sutton Road to the Metro North Parking Lot entrance
  • A realignment of the I-66 westbound ramp to Country Creek Road
  • Traffic signal modifications at the intersections of Sutton Road and Blake Lane, Country Creek Road and the ramp from westbound I-66, and Country Creek Road and Vaden Drive
  • The installation of new pavement markings and signs

The upcoming meeting marks the start of a public comment period that will conclude on Mar. 8, though A public hearing on the project design is not expected to take place until this summer. Under VDOT’s current schedule, the right-of-way acqusition process would start in the spring of 2022, with construction not getting underway until fall 2024.

The estimated total cost of the project is $6.5 million, though VDOT says that could change as the design is further developed.

According to Chris Wells, the Fairfax County Department of Transportation’s Active Transportation Program manager, the proposed Vienna Metro improvements stem from VDOT’s plans to construct a trail along I-66 as part of its Transform 66 Outside the Beltway project, which is adding express lanes on the highway between Gainesville and I-495 in Dunn Loring.

While most of the trail will be built as I-66 is widened, this particular segment has to separate from the interstate “for engineering reasons and for access-to-the-community reasons,” Wells says.

Next week’s virtual information meeting will start at 7 p.m. A link to register for the meeting and a brief survey for community members to share their thoughts on the project can be found on the VDOT website.

If inclement weather prompts a cancellation, the meeting will be rescheduled to Mar. 8.

A new pedestrian bridge and shared-use trail linking Tysons Corner Center to the McLean Metro station is on track to start construction this summer, the Virginia Department of Transportation says.

The project will introduce a bridge for pedestrians and cyclists over the Capital Beltway, along with a 4,662-foot-long, 10-foot-wide path between I-495 and Route 123 along the west side of Old Meadow Road.

“I think this is going to be a good thing for Tysons,” VDOT Senior Project Manager Abraham Lerner said. “It will continue to go along with the goals of the Board of Supervisors and Fairfax County staff to implement multimodal measures and to try to reduce the dependence on the private automobile.”

This pedestrian and bicycle improvement at the I-495/123 interchange has been in the works for years as part of a commitment that VDOT and Fairfax County made when the Beltway was widened to accommodate toll lanes.

The I-495 Express Lanes project, which was completed in November 2012, called for the addition of pedestrian and bicycle connections throughout the Beltway corridor from Braddock Road in Annandale to Lewinsville Road in McLean.

However, a crossing at the 123 interchange could not be built at the time because of “a number of physical and geometric reasons,” Lerner says. So, Fairfax County and the state committed to constructing one in the future.

About five years ago, VDOT and the county proposed building a trail along Route 123, but the idea drew public criticism given the safety risks of having crosswalks across multiple Beltway ramps, according to Chris Wells, who manages the Fairfax County Department of Transportation’s Active Transportation Program.

Transportation officials then looked at options for building an overhead bridge across I-495 near 123, rather than immediately at the interchange. Old Meadow Road emerged as the most feasible site.

“Because of the design of the Beltway itself and the express lanes, there was only this one location that we found where we could put a bridge pier in the middle of the Beltway,” Wells said. “Otherwise, we were going to have to span the entire Beltway with a larger bridge structure, which would’ve been much more expensive.”

VDOT held a public hearing on the project in June 2018, and the design was approved in November of that year. But Lerner says the right-of-way acquisition process took over nine months to complete, since the project needed land from six different properties.

The Dolley Madison Apartments and Encore Condominiums were affected the most, with residents citing concerns about the loss of trees, the potential impact on security and privacy, and the safety of a path with no separation between cyclists and pedestrians.

“Because of all the concerns, the issues that were raised during the public hearing process, we needed to work with [residents] to make sure we did the right-of-way acquisition in a very thorough manner,” Lerner said.

The public comment process also led VDOT to incorporate lighting in its design for the planned bridge over I-495.

While VDOT has not identified a contractor yet, construction is expected to cost $8.5 million. The project’s total $13.4 million cost has been fully financed with funds from federal, state, and local sources.

Because the path is off-road, Lerner says the only significant traffic impacts will come when crews work on the bridge over the Beltway. Construction is expected to take a year, concluding in the summer of 2022.

Providence District Supervisor Dalia Palchik said in a statement that she is “delighted” that work on the shared-use path and pedestrian bridge will start this summer.

“This bridge will encourage walking and biking, save time, and reduce automobile traffic and carbon emissions,” Palchik said. “Residents won’t have to jump in their cars to drive and park at the mall, and I’m pleased that VDOT will be installing a lighted bridge. We are grateful to the Old Meadow Road neighborhood who worked with the engineering teams to transition the property and make this bridge happen.”

Several local chambers of commerce have come out in favor of the Virginia Department of Transportation’s much-debated 495 NEXT project, which will extend the I-495 Express Lanes approximately three miles from the Dulles Toll Road interchange to the American Legion Bridge.

The Northern Virginia Chamber of Commerce announced its endorsement of the project yesterday (Monday). It was joined by the Tysons Regional Chamber of Commerce and the Greater McLean Chamber of Commerce, as well as chambers representing Reston, Springfield, Mount Vernon, the City of Alexandria, Arlington County, and Prince William County.

The organizations, which represent businesses that collectively employ about 600,000 people across Northern Virginia, say expanding the 495 Express Lanes will help reduce one of the region’s biggest chokepoints and generally improve local travel conditions, particularly in the Tysons area and in between Virginia and Maryland.

“The I-495 expansion will bring a much-needed economic boost to the area and provide long-term economic benefits,” Northern Virginia Chamber of Commerce President and CEO Julie Coons said. “It will also add new transit choices that will help attract more businesses and help existing businesses flourish.”

According to the NOVA Chamber of Commerce, the 495 NEXT project is expected to create an estimated 6,300 new jobs and generate $880 million in economic activity during its development and construction.

VDOT is currently waiting for the Federal Highway Administration to issue a decision on the project based on an environmental assessment that was released last February. If the assessment is approved, the state agency expects to issue a contract, finalize the design, and start construction later this year.

The 495 NEXT project is being developed in parallel with a Virginia Department of Rail and Public Transportation study of transit options for the I-495 and American Legion Bridge corridor. State officials have proposed expanding bus service between Northern Virginia, particularly Tysons, and Maryland, though a final report is not expected to come out until March.

“The expanded transit service will help Tysons reach its long-term goals to reduce congestion and increase accessibility for Tyson’s residents, businesses, employees, and consumers, improving our quality of life and economic outlook,” Tysons Regional Chamber of Commerce President and Chairman Andrew Clark said.

VDOT says that the 495 NEXT project will enable 2,500 more people per hour to move through the corridor starting in 2025.

However, it would be able to move even more people if Maryland finishes its plans to introduce toll lanes on the American Legion Bridge, leading some to question why the timelines for the two projects are not aligned. The environmental assessment for Maryland’s managed toll lanes study is not scheduled to be completed until this fall.

Community members and public officials have also raised concerns about the project’s potential impact on surrounding neighborhoods and the environment, especially when it comes to water quality.

The chambers of commerce that have backed 495 NEXT say it is necessary to “set the stage” for improvements to the American Legion Bridge, which currently sees over 230,000 trips per day.

“For years, neighborhoods in McLean have been inundated by cut-through regional commuters seeking to avoid the endemic Beltway backups approaching the American Legion Bridge,” Greater McLean Chamber of Commerce President Paul Kohlenberger said. “495 NEXT will alleviate this cut-through traffic, increase travel time reliability, and offer additional travel choices to the residents, customers and workers of the Greater McLean area.”

Updated at 5:05 p.m. on 1/29/2021 — The opening of a temporary ramp from I-66 West to Nutley Street has been postponed to next weekend due to anticipated inclement weather, the Virginia Department of Transportation announced today.

Earlier — Drivers exiting onto Nutley Street in Vienna from Interstate 66 West will be directed to a new, temporary ramp starting Sunday (Jan. 31).

Here are the details from VDOT on the new traffic pattern, which is expected to stay in place for approximately 18 months:

New Ramps for I-66 West to Nutley Street North and South

  • The current ramp from I-66 West to northbound Nutley Street will close.
  • Drivers will access northbound Nutley Street using a new ramp to Nutley Street North and South located slightly west of the current exit, then stay to the right to northbound Nutley Street.
  • Drivers will access southbound Nutley Street using the new ramp from I-66 West, stay to the left, then turn left at a temporary traffic signal to southbound Nutley Street.

A temporary traffic signal will be installed while the temporary ramp is in place so that drivers headed south on Nutley can turn left.

To complete paving work for the change, the Virginia Department of Transportation will close the existing ramp from I-66 West to Nutley Street North from 8 a.m. to 6 p.m. on Jan. 30 and 31.

During that time, drivers looking to get off of I-66 West will be detoured to the exit for the Vienna Metro station. They will then have to stay right on Country Creek Road and Virginia Center Boulevard to reach Nutley.

According to VDOT, the new, temporary I-66 West exit ramp is needed to accommodate construction on a new Nutley Street interchange as part of its Transform 66 Outside the Beltway project.

When construction is finished, the new Nutley interchange will have two roundabouts, which VDOT says “will provide safer, more efficient travel for vehicles entering and exiting I-66 and improve safety for vehicles and pedestrians traveling on Nutley Street.”

The department also notes that all work is weather dependent and will be rescheduled if there are inclement conditions.

“Drivers should always use caution and pay attention to lane markings and roadway signs in construction work zones,” VDOT says in its news release.

Updated at 11:45 a.m. — The fatality and crash numbers in this article from the DMV reflect statistics for Northern Virginia, not just Fairfax County as previously stated. The Fairfax County Police Department says that the county’s fatality and crash rates are much lower.

With 38 pedestrian fatalities, 2019 was the deadliest year in the last decade to walk in Northern Virginia, according to Virginia DMV data.

The number of deaths dropped to 29 in 2020, but the Fairfax County Board of Supervisors and county transportation officials are still working on strategies to improve pedestrian and bicyclist safety with a countywide initiative.

“Unfortunately our incidents of pedestrian fatalities and crashes continue to be at unacceptable levels,” FCDOT bicycle and pedestrian program manager Chris Wells said during a transportation committee meeting yesterday (Tuesday). “Due to a number of factors, those numbers are trending up — not just in Fairfax, but in Virginia and across the United States.”

Bicycling is safer, but crash rates are still high: 216 crashes in 2019, and 157 in 2020.

Wells added that certain portions of Fairfax County’s population are disproportionately affected by pedestrian crashes, a trend that has been documented nationwide.

The county hopes to reverse these statistics. Wells told supervisors that FCDOT and VDOT have recently improved walking and cycling conditions by programming head starts into signals for pedestrians, re-striping four-lane roads as two-lane roads, and installing rapid-flashing beacons for crosswalks without lights.

VDOT awarded FCDOT $1.2 million last year to install nine more flashing beacons, bringing the county’s total to 17, Wells said.

VDOT also has a pedestrian safety action plan for improving safety along particularly dangerous corridors. In Fairfax County, the highest-priority roads are Columbia Pike, Little River Turnpike, Richmond Highway, Lee Highway, Lee-Jackson Memorial Highway, Braddock Road, and Ox Road.

Officials said that work on roads in Fairfax County is a lengthy process compared to other jurisdictions, because VDOT owns the roads.

“They’ve really stepped up this year to help us to advance pedestrian safety in a way that we have not seen in years past,” FCDOT Director Tom Biesiadny said.

Looking ahead, supervisors suggested introducing better lighting and longer crossing times at mid-block crosswalks. They are also still interested in reducing speeds in the county.

FCDOT officials said a multiagency group, including transportation officials and attorneys, is working through the logistics of speed cameras. Meanwhile, VDOT is preparing to examine where speed limits can be lowered.

Fairfax County has also been experimenting with closing street lanes to provide more room for walking and cycling. A pilot project that closed one lane on a half-mile section of Tysons Boulevard to motor vehicles ran from May 29 to Nov. 23 of last year, and a partial lane closure on Government Center Parkway has been in place since Aug. 31.

The Washington and Old Dominion Trail will be shifted slightly south where it passes Idylwood Park in Falls Church starting this Thursday (Jan. 14).

The Virginia Department of Transportation says the temporary realignment will allow crews to construct a new, permanent trail that can accommodate new Interstate 66 ramps as part of its Transform 66 Outside the Beltway project.

Construction will also involve the addition of a retaining wall to support the widening of the I-66 West ramp to I-495 South.

Idylwood Park is at the terminus of the Transform 66 project, which is adding 22 miles of express lanes between I-495 in Falls Church and University Boulevard in Gainesville.

VDOT previously planned to close the affected section of the W&OD Trail from July 27 through early December of last year and offer detours to pedestrians and cyclists, but construction was postponed “for additional project coordination.”

The realignment brings the trail closer to I-66 West and will last approximately five months through June 2021.

“All work is weather dependent and will be rescheduled if inclement conditions occur,” VDOT says.

The Virginia Department of Transportation published its final report on ways to improve the safety of Shreve Road in Falls Church yesterday (Monday).

Now available to view online, the Shreve Road Corridor Study report focuses on two miles of roadway between Route 29 (Lee Highway) and Route 7 (Leesburg Pike) that have had recurring issues with pedestrian and bicyclist safety, including a fatal crash involving a pedestrian and an impaired driver in 2019.

After that crash, local residents formed the Shreve Road Community Working Group to advocate for improvements to address speeding, safety, visibility, and drainage concerns.

The group identified the curve southwest of Oldewood Drive, Shrevewood Elementary School, the Washington & Old Dominion Trail crossings, and the curve between Chestnut and Hickory Streets as areas of particular concern on Shreve Road.

VDOT officially launched its study in March and presented some preliminary recommendations at a virtual public meeting on Oct. 7 that it says was attended by approximately 70 people.

Based on feedback from the community, VDOT’s study team has issued four short-term and six long-term final recommendations, which are listed in order from highest to lowest priority:

Short Term

  • Add pedestrian beacons to W&OD Trail crossings
  • Incorporate pedestrian median at Fairwood Lane into Safe Routes to School project
  • Add and upgrade Shreve Road pedestrian connections
  • Install optical speed bars and implement vegetation management

Long Term

  • Advance roundabout alternative near Shrevewood Elementary
  • Advance chicane design at Pioneer Lane
  • Coordinate potential bicycle speed treatments for the W&OD Trail
  • Develop a neighborhood gateway near Route 29
  • Consider an urban cross-section between Route 7 and Gordons Road
  • Potentially revisit mini-roundabouts at Pinecastle Road and Buckelew Drive

A reconstructed Cedar Lane Bridge over Interstate 66 in Vienna will reopen to traffic today as anticipated, the Virginia Department of Transportation confirmed yesterday (Tuesday).

Restoring Cedar Lane’s connection between Cottage Street to the north and Route 29 (Lee Highway) to the south, the new bridge is wider and features a sidewalk on its west side. A new shared-use path on the bridge’s east side will eventually link to a 66 Parallel Trail being developed from Dunn Loring to Centreville.

VDOT closed the bridge to both drivers and pedestrians on May 15 so that crews could demolish the existing structure and build the new one.

The bridge reconstruction is part of VDOT’s Transform 66 Outside the Beltway project, which is adding toll lanes along 22 miles of highway between Vienna and Gainesville.

The Cedar Lane Bridge reopening will enable Fairfax Connector to restore service on Routes 462 and 467 between the Dunn Loring-Merrifield Metro station and Tysons Corner to the routes and schedules they had before the bridge closed.

The Fairfax County Department of Transportation announced last week that it will also add Sunday service to Route 467.

Until the service changes take effect on Jan. 4, Fairfax Connector buses will continue following a modified route that utilizes Cottage Street and Gallows Road for those two routes.

Even with the new bridge completed, some construction activities will continue in the Cedar Lane area.

“Drivers, pedestrians, cyclists, and other bridge users should be alert for continued construction activity in the area surrounding the bridge, including completion of nearby sidewalks, noise walls, and the shared-use path along I-66,” VDOT said.

Travel on Interstate 66 will be reduced to one lane in both directions from Cedar Lane in Vienna to Route 7 every night through Saturday (Dec. 19), the Virginia Department of Transportation announced today (Thursday).

VDOT has been closing lanes on the highway between 9:30 p.m. and 5 a.m. since Dec. 14 in order to address overhead utility work for the new Gallows Road Bridge that it has been constructing, but the lane closures were originally expected to end today.

The I-66 lane closures will last from 9:30 p.m. to 9 a.m. on Friday and Saturday, with intermittent full stoppages of up to 20 minutes between midnight and 4 a.m.

The reduction of travel on Gallows Road over I-66 to one lane and the overnight closure of the ramp from the I-495 North Express Lanes to I-66 West have also been extended to Saturday.

According to VDOT, the 495 ramp closure will last from 9 p.m. to 5 a.m. every night. Traffic will be detoured to I-66 via the Route 7 exit during that time.

The Gallows Road lane closure will take place from 10 p.m. to 8 a.m. on Friday and Saturday.

“Drivers should expect delays if traveling in this area and are encouraged to use alternate routes,” VDOT said.

The state transportation agency also noted that work is dependent on the weather and may be rescheduled if inclement conditions occur.

Construction on the new Gallows Road Bridge has been ongoing throughout the year as part of VDOT’s Transform 66 Outside the Beltway project. The bridge is being reconstructed to make room for the new Express Lanes.

VDOT plans to demolish the old Gallows bridge once the new one for northbound Gallows is completed in early 2021, but according to the current project timeline, the full bridge is not expected to be complete until early 2022.
