Silver Line Express proposal, via WMATA

Metro has some bad news for fans of a proposed “Silver Line Express” rail service.

A recent cost-benefit analysis by the Washington Metropolitan Area Transit Authority (WMATA) found the project had the lowest cost-effectiveness of the five options being considered to boost capacity and reliability on the Blue, Orange, and Silver lines.

The hypothetical “Silver Line Express” would run through a new tunnel and tracks starting at the West Falls Church Metro station out to a second Rosslyn station in Arlington. The new tunnel could support express service, local service, or some mix of the two, a WMATA report said.

But a WMATA report and discussion at a Metro Board of Directors meeting on Thursday (Sept. 9) indicated the Silver Line Express may never leave the hypothetical stage. The cost-benefit analysis most heavily favored a new Blue Line route down from Union Station down to National Harbor.

The Silver Line Express carries an estimated cost of $20-25 billion, about the same as a new Blue Line route, but the report indicated that the express line would generate fewer new weekday trips — 139,000 compared to 180,000 for the new Blue Line — and receive less in annual fare — $119.4 million versus $154.2 million.

“When you look at the performance, the new Blue Line to national harbor offers highest impacts and highest benefits while lower cost alternatives have fewer benefits,” Mac Phillips, a principal planner and senior transportation economist-analyst for WMATA, told the Metro Board.

A cost-effectiveness ranking of the projects found the Silver Line Express to be the least cost-effective proposal, and only sitting at “medium-high” in terms of benefits.

Other options to expand capacity and ridership proposed by the study, which launched in 2019, include realigning the Blue Line at the second Rosslyn station to Greenbelt in Maryland and separating the Orange and Silver lines at Clarendon to create a second Silver Line connection at the proposed new Rosslyn station.

On paper, the Silver Line Phase 2 expansion should be “substantially completed” by November or December this year, but doubts expressed by the construction contractor about that timeline have filtered up to the Metro Board of Directors, where there are worries that construction delays could have a ripple effect.

At a meeting yesterday (Thursday), board members questioned staff about the status of construction following a disagreement between Metropolitan Washington Airports Authority (MWAA) and Capital Rail Constructors (CRC).

“We have seen some reports that Capital Rail Constructors, the main Silver Line contractor, is telling MWAA that substantial completion date is something like May 2022,” said Metro Board member Matt Letourneau. “MWAA has stuck to November/December 2021 completion date. As of now, that’s still our understanding and what we’re operating on, correct?”

Washington Metropolitan Area Transit Authority staff said they are still operating on the November or December timeframe for substantial completion laid out by MWAA. Andy Off, executive vice president for capital delivery, said substantial completion is still expected for later this year.

Even so, this wouldn’t be the first time the Silver Line has missed a deadline, and other Metro projects have also seen significant delays recently.

Off said testing with trains started on Aug. 21 and has been going well, potentially bringing the project closer to operational readiness testing, a process projected to take 60 days after substantial completion. However, that timeline is not set in stone and depends on how testing goes.

“We’re hesitant to get too far out in front of the timeline,” Off said.

After that, WMATA moves into a 90-day period for pre-revenue service activity — things like outfitting the kiosks, updating signage, and assigning staff.

The uncertain timing is a particularly sticky issue when it comes to hiring of new staff for the Silver Line expansion, who the Metro Board warned could be paid to sit around waiting for construction to finish.

“It seems like we don’t have an end date, so we’re training all these people early, but what happens when we’re not ready to go forward with operating the silver line?” board member Tom Bulger said. “What happens to those employees? Do they just sit around?”

WMATA Chief Operations Officer Joe Leader said the process of hiring and training staff takes time and, in the final stages of construction, needs to run in parallel with testing and other tasks in order for the Silver Line extension to be fully staffed when it opens.

“It’s an issue we’re dealing with with MWAA,” Leader said. “One of the things important to keep in mind: lead time for training employees takes time, just hiring them can take months to go through background check and medical. A Metro transit police officer can take up to ten months to train.”

Leader said WMATA will continue to monitor the substantial completion date to decide when to start moving forward with hiring and training.

“Based on what we’re hearing,” Leader said, “we need to continue to bring people onboard.

Starting over Labor Day weekend, transfers between Metro trains and Fairfax Connector buses will be free.

The Fairfax County Department of Transportation (FCDOT) said yesterday (Monday) it has partnered with the Washington Metropolitan Area Transit Authority (WMATA) to provide free transfers on nearly all Connector bus routes beginning on Sunday (Sept. 5).

This lines up with Metro’s new policy of also offering free bus transfers, which was first announced earlier this month.

“Fairfax Connector has historically aligned fare policies with Metrobus and by doing so, helps create a seamless experience for users when moving between transit services provided by WMATA and the County,” FCDOT spokesperson Robin Geiger wrote in an email. “That’s why we are partnering with WMATA to extend their program to Fairfax Connector bus service to provide good customer service and provide incentives to ride transit.”

The two exceptions will be the Fairfax Connector Express Service and the Wolf Trap shuttle. Both will be discounted by $2, though, with the use of WMATA’s SmarTrip card or app.

This is a pilot program that will operate for the next 10 months, through early July 2022, Geiger says.

Fairfax Connector serves all Metro stations located in Fairfax County. The transit system recently expanded service in the Falls Church area by taking over five Metrobus routes, four of which had ceased operations during the pandemic.

Additionally, the Wolf Trap shuttle will start again operating on Sept. 5. The shuttle runs between the West Falls Church Metro station and Wolf Trap National Park’s Filene Center.

The new policy is part of a larger push to encourage increased ridership on the Fairfax Connector as schools, offices, and other public places reopen amid the COVID-19 pandemic.

“We hope that when people go back to their workplaces, they consider returning to or trying transit for the first time,” writes Geiger. “Now, is the time to ride because the free transfer from Fairfax Connector to Metrorail or from Metrorail to Fairfax Connector saves money and because Fairfax Connector continues to provide a safe and healthy environment on buses.”

In May, county officials said they were reviewing possibly reducing or even eliminating fares altogether on the Fairfax Connector.

To help with this, the county was planning to apply for grant funds from Virginia’s Transit Ridership Incentive Program. The application deadline for the program is Sept. 17. Geiger says there’s currently no additional information on the possibility of reducing or eliminating fares.

Metro to Require Employee Vaccinations — Metro workers must be vaccinated against COVID-19 or submit to weekly testing in a new policy that General Manager Paul J. More than two years after the idea was first proposed, Metro has the approvals it needs to set the stage for mixed-use development around its West Falls Church station.

The Washington Metropolitan Area Transit Authority announced today (Thursday) that it has signed an agreement with a development group that will make over the 24-acre transit station area with more than 1 million square feet of office, retail, and residential space.

Branded FGCP-Metro, LLC, the development partnership consists of EYA, Hoffman & Associates, and Rushmark Properties. EYA and Hoffman are also part of the Falls Church Gateway Partners group behind the West Falls project that got key approvals from the Falls Church City Council earlier this week.

Falls Church News-Press reported on Monday (Aug. 9) that WMATA gave the developers a go-ahead to work on its land that day, according to a spokesperson from the Gateway Partners team.

“Building transit-oriented development is an important strategy for managing many of this region’s most pressing challenges, such as traffic congestion, sustainability, housing production, and transit ridership recovery,” Metro General Manager and CEO Paul Wiedefeld said. “The West Falls Church Metro Station is a unique opportunity that will convert underutilized parking lots to provide housing, jobs and economic opportunities, and create a cohesive development plan with the adjacent publicly-owned sites.”

In its news release, WMATA says the joint development agreement with FGCP-Metro will “generate long-term revenue for Metro through 99-year ground leases, in addition to fares from new ridership.”

Plans to turn the West Falls Church TSA into a mixed-use hub have been in the works since 2018, when the Fairfax County Board of Supervisors initiated a study to consider amending the county’s comprehensive plan for the transit station area.

The Metro Board of Directors authorized a solicitation of potential developers to build up the 24 acres of land that it owns by the station in January 2019.

According to a WMATA staff report, a feasibility study completed before the board’s vote determined that the TSA should be reconfigured and redeveloped to create “continuity” with the City of Falls Church’s planned development of the former George Mason High School site as well as a proposed expansion of Virginia Tech’s Northern Virginia Center.

While the West Falls project has moved forward, Virginia Tech abruptly dropped its expansion plans in March, though the change has not significantly altered the other development plans so far.

After two years of study by a task force appointed by Dranesville District Supervisor John Foust, the Fairfax County board approved a West Falls Church TSA comprehensive plan amendment on July 13, paving the way for Metro’s new agreement with developers.

“I am pleased that it envisions a vibrant mixed-use, pedestrian friendly environment and attractive public spaces, while respecting nearby established residential communities,” Foust said of the approved plan, though neighborhood concerns about the potential influx of traffic brought by the new development will need to be addressed.

Now that its agreement with WMATA is in place, FCGP-Metro still needs to get specific plans approved by Fairfax County, a process that is expected to unfold over the next year:

The rezoning application will include the detailed plans for the redevelopment of Metro’s parking lots with apartments, townhomes, neighborhood retail, and public green spaces. It will connect the proposed mixed-use redevelopment of the Meridian High School (formerly George Mason High School) site in the City of Falls Church to the West Falls Church Metro Station with new bike lanes, broad sidewalks, publicly accessible park spaces and a secondary grid of streets that will help alleviate some of the congestion in the area.

WMATA says it will hold a public hearing later this year on proposed changes to the West Falls Church Metro station commuter parking and bus facilities, including a replacement of the existing parking lot, a relocation of the bus bays, and a redesign of the Kiss & Ride facility.

Construction on the overall redevelopment project is expected to begin in 2023.

(Updated at 4:45 p.m.) Over 8,000 people in Fairfax County still don’t have electricity this evening (Wednesday) as crews work to restore power and clear downed trees, the aftermath of last night’s thunderstorm.

Commuters were experiencing delays as part of Leesburg Pike that’s requiring detours. Emergency responders shut down the roadway between George C. Marshall and Dominion drives in Falls Church due to downed trees and power lines there.

Police told Tysons Reporter around 4:30 p.m. that the road remains closed in both directions and that power crews are attempting to clear the roadway and restore power, which could be completed in 10-12 hours.

“Follow detour signs in the area and please drive with caution,” Fairfax County Police Department said on Twitter.

The Tysons-Pimmit Regional Library was closed due to the ongoing power outage resulting from fallen trees and downed power lines on Route 7, which remains closed for about a quarter-mile from the I-495 interchange.

A Fairfax County Public Library spokesperson confirmed the Tysons-Pimmit closure to Tysons Reporter and added that the Kingstowne and Sherwood Regional branches were also shut down at 11 a.m. due to a lack of power.

Metrobus warned of possible delays as it rerouted buses going in both directions on Route 28A due to the scene.

Metro’s Orange Line has also been experiencing numerous delays late last night and into this morning.

While power was restored to the West Falls Church station around 9:45 p.m. yesterday after a storm-related outage, service was suspended again an hour later between Vienna and East Falls Church in response to “an unauthorized person” on the train tracks at West Falls Church.

Lingering power issues outside Dunn Loring then contributed to delays as far as New Carrollton in Maryland; starting around 5 a.m., Metrorail reported that normal service on the Orange Line had resumed about an hour later, but by 7 a.m., a disabled train at Dunn Loring triggered more delays, this time in Vienna.

Metrorail said at 7:45 a.m. to expect delays in both directions on the Orange Line due to the “train malfunction” at Dunn Loring.

While electricity has been restored for many of the 50,000-plus Fairfax County residents who lost power last night, thousands of Dominion Energy customers are still without power, primarily in the Merrifield and Falls Church area.

Many businesses in the Pimmit and Falls Church areas put up signs indicating that they are closed due to the power outages, including the Whole Foods, Capital One Bank, Orangetheory Fitness, and My Eye Doctor in Idylwood Plaza.

At Tysons Station plaza, store after store posted closed signs. The sign for Java Loco Coffee said it expected to be closed for the day. Trader Joe’s used two freezer trucks in the rear of the plaza to store meats and food beginning last night when the store’s power went out, an employee said. Also in the rear of the plaza, Tyson’s Barber regained power around 11 a.m., a worker said Wednesday with a sigh of relief.

Behind Tysons Station plaza, a detached Seven-11 was closed, but a Sunoco gas station had its pumps working as well as electricity. Across from Tysons Station, an Exxon had no pumps working, and an employee operated the store in the dark for cash-paying customers and regulars.

According to the utility company’s outage map, Dominion expects power to be restored between 7 p.m. today and midnight, mirroring similar restoration estimates for nearby areas.

Meanwhile, a heat advisory will be in effect today from noon until 8 p.m., and an excessive heat watch, where dangerously hot conditions are possible, will be in effect for tomorrow (Thursday) afternoon and evening.

The Fairfax County Fire and Rescue Department is reminding people to use air conditioning, avoid direct sunlight, choose appropriate clothing, hydrate, and follow other safety tips.

The Falls Church Community Center has been turned into a cooling center until 8 p.m., the City of Falls Church announced this morning. Face coverings and social distancing are required for all, and visitors must sign a COVID-19 waiver.

The city also shared information about how to handle fallen trees and suggested reporting downed power lines to the police department at 703-241-5053.

“Community members should play it safe in the aftermath of last night’s storm that left many without power today as well as downed trees and branches,” the city said in its news release.

Falls Church City residents may see a delay in trash and recycling collections today. Bins that are not collected by 4 p.m. can be reported to the city’s Solid Waste Hotline 703-248-5160, option 1.

Severe thunderstorms and flash floods are possible during afternoon and evening hours from today through Saturday.

Earlier: A thunderstorm has taken out power for thousands in the Tysons area, particularly around Vienna, Falls Church, and Merrifield.

The National Weather Service issued a Severe Thunderstorm Warning for northeastern Fairfax County at 5:12 p.m., though by that time, the rumble of thunder had likely alerted anyone in the area.

Moving east at 15 miles per hour, the storm brought 60 mile-per-hour wind gusts, according to the NWS, which warned about the potential for fallen trees and large branches.

“This could injure those outdoors, as well as damage homes and vehicles,” the alert said. “Roadways may become blocked by downed trees. Localized power outages are possible. Unsecured light objects may become projectiles.”

The storm arrived quickly, leaving many unprepared.

At least 51,423 Dominion Energy customers in Fairfax County are now without power, according to the site PowerOutage.US.

Dominion Energy’s outage map shows many of the outages concentrated in Falls Church, Merrifield, and Vienna, where businesses in the commercial area along Maple Avenue and Church Street were among those that lost electricity.

Dominion Energy generally estimates that power will be restored between 7 p.m. and midnight, though the cause of some outages is still under investigation. Most of the outages have been attributed to out circuits, but one affecting more than 5,000 people around Vienna and Oakton is the result of a tree falling on a power line.

Metro has suspended service on the Orange Line between Vienna and East Falls Church due to a loss of power at the West Falls Church station. The transit agency says shuttle buses have been requested.

Even with the thunderstorm, Fairfax County can expect little relief from the summer heat and humidity over the next couple of days, with the heat index expected to surpass 100 degrees tomorrow and on Thursday (Aug. 12).
