(Updated at 1 p.m. on 11/11/2021) The Boro can officially venture west of Westpark Drive.

The Fairfax County Board of Supervisors voted yesterday (Tuesday) to approve a pair of rezoning applications that will expand the Tysons mixed-use community with 1.1 million square feet of housing, retail, and other amenities.

The new development will be concentrated on a 9.37-acre site previously occupied by the former National Automobile Dealers Association headquarters. Demolition work on the existing building began at the end of August.

While three of the four buildings proposed by developer The Meridian Group still need to get approved individually, the overall project will benefit the community by adding housing, including affordable and workforce units, as well as recreational facilities and pedestrian improvements, according to Providence District Supervisor Dalia Palchik.

“While there is quite a bit of work ahead as we look at the [final development plans] for the remaining buildings, I do find that it’s an important asset to walkability, to the amenities, to a possibly new type of housing stock in this area,” Palchik said.

Major elements of The Boro expansion include:

  • Block J: Silverstone Senior Living’s 210-bed, 198-unit continuing-care facility, expected to finish construction in 2023
  • Blocks I and K: residential buildings with 122 and 421 units, respectively, and approximately 34,000 square feet of retail, joined by a glass bridge over Boro Place
  • Block L: a 145,000 square-foot health club or 42 townhouses with a central green space
  • A new grid of streets, including an extension of Boro Place and construction of the new Clover and Broad streets
  • A rapid-flashing pedestrian beacon on Westpark Drive at Boro Place
  • Tysons Community Circuit: the first three blocks of a 10-foot-wide recreational trail that will eventually loop through Tysons
  • 1.49 or 1.59 acres of publicly accessible parks and recreational facilities

Prior to the board’s vote, Walsh Colucci land-use planner Elizabeth Baker, who represents Meridian, reported that the developer has made progress toward resolving a conflict with the neighboring Greensboro Square Condominiums regarding the size of retaining walls along their property line.

Ongoing negotiations over that issue were one factor in the board’s decision to defer voting on the development after holding a public hearing on Oct. 19.

Baker told the board yesterday that Meridian has come to a verbal agreement with the condo association for an off-site grading easement that will enable the developer to reduce the height of the retaining wall.

Palchik questioned Baker about The Boro’s attention to accessibility, citing a recent opinion piece in The Washington Post by a resident who took issue with the lack of streetlights, passenger loading areas, and parking spaces reserved for people with disabilities.

Accessibility concerns also came up when the Fairfax County Planning Commission approved the planned senior living facility — now named The Trillium — on Oct. 13.

Baker says Meridian believes it is in compliance with accessibility guidelines and took “great pains” to consider those issues when working with Silverstone on its plans for the 16-story building, noting that the developer had an accessibility consultant.

“We will also do the same for [future development plans] to ensure that we are meeting the standards for both handicapped parking and accessibility,” Baker said. “We understand it’s an issue, and we take it seriously. We will be working on it diligently.”

Overall, the development will have approximately 40,000 square feet of retail and over 800 residential units, depending on whether Block L ends up being townhomes or a health club.

The proposed townhomes would be triplexes that meet Fairfax County’s affordable and workforce housing policies for Tysons, Baker says. If the developer opts for a health club, it has committed to giving the county $3 per square foot of non-residential space to fund housing elsewhere in Tysons.

A final plan for Blocks I and K remains under review by county planning staff. If approved, those buildings could be delivered in 2024.

Members of the public can now follow Tysons’ transformation from office hub to “America’s next great city” from their laptop.

Fairfax County has repackaged its annual report on the implementation of the Tysons Comprehensive Plan into an online, interactive development data platform called the Tysons Tracker.

Already live, the tracker contains information about land use, transportation, parks, and other topics that has traditionally been delivered in a 200-page, print document given to the Fairfax County Board of Supervisors every year since the comprehensive plan was adopted in 2010.

In addition to making data on Tysons more accessible, the move is a cost-saving measure as the report historically cost $1,800 a year to print, says Suzie Battista, the urban centers section chief for Fairfax County Department of Planning and Development.

“With the 10-year mark of plan adoption, there was interest from county leadership to revisit how reporting is done to better utilize available technology and to increase public accessibility and usability of Tysons land use data,” Battista told the Board of Supervisors during a land use policy committee meeting yesterday (Tuesday).

Building off a similar project for Reston, this is the first phase of a multi-year rollout for the platform. County staff say they will continue to increase functionality and integrate additional data into the tracker over the next year.

The platform was developed by the county’s planning department in coordination with transportation, land development, housing, schools, and park authority staff, according to Battista.

Highlights of the tracker include a language translation function that accommodates over 100 languages, an ability to directly share information on social media, and PDFs of the data that can be made available by request.

Each section has unique features, from links to in-progress zoning applications and a “grid of streets” map to an interactive land use map that lets users see conceptual development plans overlaid with a current map of developments in Tysons.

The tracker also provides updates on notable projects, such as the ongoing construction of the I-495 pedestrian bridge, the completion of Scott’s Run Trail, and the county’s planned Capital BikeShare expansion.

The tracker will be updated annually, but Battista added that county staff will be working on adding functionality to make it more accessible over the next year.

The county planning department maintains that it will still present an annual status report to the Board of Supervisors.

If someone wanted to take a bus from Tysons to Springfield right now, they would have to sit through dozens of stops to travel the roughly 15 miles from north Fairfax County to the south.

The Fairfax County Department of Transportation hopes to change that by adding a 400X express route that would travel between the Tysons and Franconia-Springfield Metro stations via Gallows and Backlick roads.

Among the busiest corridors in the county, Gallows and Backlick are currently served by Fairfax Connector Routes 401 and 402, but even though they span a sizable area, those routes provide more localized service with frequent stops.

“With over 100 stops on this route, passengers traveling longer distances may have a slower trip,” Fairfax County Department of Transportation spokesperson Robin Geiger said by email. “The limited stop 400X bus route addresses this issue by significantly reducing travel time in the corridor between Tysons and Franconia-Springfield.”

The Fairfax County Board of Supervisors voted on Sept. 14 to approve Route 400X as one of seven projects recommended for funding from the Northern Virginia Transportation Authority for fiscal years 2022-2027.

Compared to the “Ring Road” project at Seven Corners, which was also in the $620 million package, the $10 million requested for the new Connector route is modest, but it would buy eight new buses, covering the entire estimated cost of the proposal.

As envisioned by the county, the new express route would provide bus service between the Tysons, Dunn Loring-Merrifield, and Franconia-Springfield Metro stations during peak hours, with a peak frequency of 20 minutes, according to FCDOT staff.

In addition to speeding up Connector trips between Tysons and Springfield, the proposed route would increase access to those areas from Annandale and help Metrorail riders who currently have to leave the county to transfer between the Orange, Blue, and Silver lines, Geiger says.

FCDOT has recommended adding a limited-stop route to enhance capacity on Routes 401 and 402 since at least 2009, according to the county’s 2016 Transit Development Plan.

According to the plan, which recommends transit improvements for fiscal years 2016-2022, Fairfax Connector increased the frequency of its service on those routes in 2014 when the first phase of Metro’s Silver Line opened, but trips can still take as long as 100 minutes during peak travel times.

With more than 108,604 people living in the I-495/Gallows Road corridor and over 176,800 jobs located there, Route 400X is part of a Franconia-Springfield bus service review that FCDOT conducted last year to see how Fairfax Connector could evolve to accommodate the area’s anticipated growth.

“This 400X route will address future travel demand in the corridor through a multi-modal response that enhances connectivity,” Geiger said, noting that the county also plans to expand Capital BikeShare and add bicycle routes. “…The route will also benefit from its connection to the Tysons Circulator routes that distribute trips to employment centers in the Tysons area.”

The review overlaps with a similar evaluation of the Tysons area that proposes several new and modified routes. Both studies will be incorporated into a Transit Strategic Plan that FCDOT is developing and expects to be adopted by the Board of Supervisors in 2022.

“If funded and approved by the Board of Supervisors, [Route 400X] is anticipated to become operational in 2023,” Geiger said.

The Fairfax County Board of Supervisors expressed enthusiasm for plans to expand The Boro to the north side of Westpark Drive in Tysons at a public hearing last Tuesday (Oct. 19).

However, the scope of the project and lingering concerns from neighbors led the board to defer its vote on two rezoning applications submitted by developer The Meridian Group to Nov. 9.

Calling this “the largest case” she has worked on since taking office, Providence District Supervisor Dalia Palchik praised the developer, county staff, and residents who will be affected by the project for working to reconcile their differences.

“I believe we have a much improved and very high-quality project to look at now, thanks to your dedication and work on this,” Palchik said. “…We have something that can work, and my only hope is that a few more weeks can give a little additional time for those final improvements.”

The Boro extension will bring 1.1 million square feet of development to the 9.37-acre site occupied by the former National Automobile Dealers Association headquarters building, which is now being demolished.

After securing the Fairfax County Planning Commission’s support for the senior living facility proposed for Block J on Oct. 13, the developer is asking the county to rezone the NADA site at 8400 Westpark Drive as well as the adjacent Westpark Corporate Center lot.

No new development is planned for the corporate center, which has two office buildings, but that rezoning is needed for construction of Broad Street and three blocks of the Tysons Community Circuit, a recreational trail that will eventually loop around Tysons.

Meridian will also modify an existing private alley, county planning staff coordinator Katie Quinn told the Board of Supervisors.

Walsh Colucci land-use lawyer Elizabeth Baker, who represents Meridian, acknowledged that neighbors, particularly residents in The Rotunda Condominiums, raised concerns about the development’s accessibility, traffic, and construction activities.

She says the developer reached an agreement with the Rotunda after making revisions along Greensboro Drive, putting construction management commitments in its proffers, and obtaining approval from the Virginia Department of Transportation for a rapid-flashing beacon on Westpark Drive. Read More

The Fairfax County Department of Transportation has extended the Oct. 18 deadline for its community survey on proposed changes to bus service in Centreville, Chantilly, Vienna, Tysons, and neighboring areas, including McLean and Falls Church.

The online survey, which is available in English and Spanish, will now be open until next Wednesday (Oct. 27).

Unveiled at virtual public meetings on Sept. 30 and Oct. 7, the preferred plan will enable Fairfax Connector to serve more people, reduce travel times, maintain more reliable schedules, and provide more access to key destinations in the area, according to FCDOT.

“We encourage people to take the survey so they can tell us what is most important to them in the preferred bus plan for the Centreville, Chantilly, Vienna and Tysons areas,” FCDOT Transit Planning Chief Michael Felschow said. “The service belongs to our riders and our goal is to make it dependable, convenient and on-time.”

Fairfax Connector launched its review last year as part of a broader effort to identify service improvements that could be made throughout the transit system. So far, the evaluation has also included looks at the Franconia-Springfield area as well as Reston and Herndon.

County officials initially presented three possible plans: one similar to existing service patterns, one that completely overhauled the service area, and a hybrid. The preferred plan now under consideration is the product of revisions based on community feedback.

The proposed plan encompasses 24 bus routes, including several involving the Tysons area:

  • Route 427 (North Tysons-Spring Hill): A new route between the Spring Hill Metro station and the McLean Governmental Center area, via Jones Branch Drive and Spring Hill Road
  • Route 468 (Vienna-Reston): A new route between the Vienna and future Reston Town Center Metro stations, via Lawyers and Soapstone roads
  • Route 660 (Centreville-Tysons): New, direct express service between the Centreville Park & Ride on Stone Road and the Tysons Metro station, via the Vienna station and I-495 Express Lanes
  • Route 662 (Centreville-Vienna): New off-peak and weekend service between the Centreville Park & Ride and the Vienna Metro station, via I-66
  • Route 671 (Chantilly-Vienna): New off-peak and weekend service with limited stops between Chantilly and the Vienna Metro station, via Route 50
  • Route 722 (McLean-Langley): A new express route between the McLean Metro station and Langley, via Route 123/Dolley Madison Boulevard

Some existing routes in the plan will have better connectivity or more frequent service, such as Route 467 between Dunn Loring and Tysons and Route 461, which travels in a loop through Vienna and Oakton.

Fairfax Connector is also studying a “flex service concept area” in Vienna and McLean northwest of Route 123 “as a way to provide future on-demand service to and from the four Metro Stations within Tysons,” according to a map showing the preferred plan’s peak service routes.

According to FCDOT, the preferred plan will shave about a minute off the average travel time within the review area compared to its existing Connector service. It will also put an additional 2,700 people within a quarter-mile of the bus system.

The changes will provide more service to population and job centers as well as minority communities and households with an income at or below $50,000, according to the county.

An Italian restaurant named after a Virginia-born cowboy and featuring a “Hell’s Kitchen” chef is slated to open on Nov. 8, Jack’s Ranch tells Tysons Reporter.

The restaurant, located at the Lumen apartments (1755 Tysons Central Street), will feature “smoked meats, salumi and cheeses procured from the finest artisans in the world and prepared by culinary masters,” along with hand-made pasta and certified Roman and Napolitano pizza, according to its website.

The executive chef is Declan Horgan, who has worked in Dublin and D.C. restaurants and appeared on the 19th season of “Hell’s Kitchen.” His past patrons have included former first lady Michelle Obama, who ordered fish and chips from a restaurant he ran before going to an Erykah Badu concert. His TikTok account has also turned heads.

Jack’s Ranch spokesperson Jennifer Grinnell shared the following:

We are happy to say that we are on track for opening to the public Monday, November 8. Our kitchen equipment is installed (including two giant smokers for smoked meats, our Stefano Ferrara pizza oven for certified Roman and Neapolitan pizzas and top-of-the-line pasta machine for house-made pasta), Executive Chef Declan Horgan is finalizing the menu and we are definitely hiring.

The restaurant is named after John Omohundro, also known as Texas Jack, a 19th century figure who was born near Palmyra and ended up moving to Texas, where he found fame on the stage and had his life illustrated in dime novels. He also met and married an Italian dancer and actress, Josephine Morlacchi.

The addition comes from restaurateur Steve Roberts, an Air Force veteran who started Texas Jack’s Barbecue in Arlington. However, Texas Jack’s Barbecue partner Paul Capetanakis said the two restaurants are separate.

According to its website, the Tysons venue will also feature a Josephine’s Italian Market and Café with “gourmet smoked meats and cheeses, sandwiches, our fresh pasta and house-made sauces, salumi, coffee and wine selections.”

While many return-to-office plans have been put on hold, companies seeking to bring workers back in person might face a challenge of an unexpectedly furry nature: employees reluctant to leave the pets they acquired during the pandemic.

A new business, Connected Canine, aims to help businesses alleviate that potential conflict. It operates out of the coworking space Industrious (1660 International Drive, Suite 600) in Tysons as well as out of Boulder, Colorado.

“We provide an HR toolkit with resources such as a health and behavior assessment used to understand a dog’s history before inviting them into the office and hands-on support to make the process of establishing a dog friendly office as simple as possible,” Jeff Skalka, founder and CEO of Connected Canine, said in an email.

Skalka said the company provides largely free resources and employs a team of veterinarians, an architect, and human resources professionals who have found ways to ease the process.

“Once a company establishes their dog friendly office, we charge a low, variable fee based on the number of participating employees and dogs to provide software and other services,” he wrote. “For example, our software allows employees to schedule time to bring in their dog, take pictures of their dog’s vaccination records to ensure offices remain healthy and safe for everyone, and gives employers the ability to track who is bringing in a dog and how often and ensure only approved dogs are allowed onsite.”

Skalka formed Connected Canine in December after talking with friends and fellow dog owners who shared concerns about leaving their pets back at home when they returned to the office.

Over 11 million households acquired a pet during the pandemic, The Guardian reported, citing a survey by the American Pet Products Association.

“One thing companies really like is that our solutions are customized to their exact needs which we uncover through employee surveys and conversations with senior leaders,” Skalka wrote.

The surge in pet ownership coincided with the pandemic-prompted shift to remote work for office-based employees across the U.S., many of whom say they would quit rather than go back to the office.

Though some companies have shifted back to in-person work, telecommuting may continue to prevail, with research and consulting firm Gartner projecting that over half of U.S. workers will be remote in 2022.

(Updated at 10:50 a.m. on 10/15/2021) A new circus coming to Tysons is catering to all people and seeking to eliminate barriers for those with disabilities — both performers and audience members.

From a juggler on the autism spectrum to an aerialist born without legs as well as a deaf clown, Omnium Circus has a diverse staff and a variety of special accommodations for visitors, including a show that prominently incorporates sign language, headsets for those with visual impairments that provide narrated coverage, and a special section for those with autism looking for reduced stimuli.

“Our goal is to make sure that everybody with every need has the access that they need to be able to enjoy the performance with their family,” founder Lisa Lewis told Tysons Reporter.

Named after a Latin word meaning “of all,” Omnium Circus will make its in-person world debut at Lerner’s Tysons III (8025 Galleria Drive), with performances from Nov. 18 through Jan. 9. Tickets are $35, $65, and $95.

Lewis launched the circus with a December 2020 livestream and a nonprofit called CircuSense that supports the circus through donations. She started off as a clown and has experience working with Ringling Bros. and Barnum & Bailey Circus, schools, and in hospitals with the Big Apple Circus.

She also volunteered with a program that Big Apple Circus created in 1987 called Circus of the Senses, which caters to visual and hearing-impaired audiences. She became an interpreter for the program and, later, served as its head.

Lewis considered creating a unique circus for years before launching it with online shows, partnering with schools from Australia to the U.S., Cambodia, and the U.K. Schools can still access the online show, with tickets costing $10 for each student, and educational materials are available.

For audience members with visual impairments, two speakers narrate the show in a manner similar to a sportscaster paired up with a circus expert to create a verbal version of the excitement that’s happening in the ring.

“The way you guys audio describe blew my mind,” Erik Weihenmayer said of Ominum Circus.

The first blind person to summit Mount Everest, Weihenmayer talked about his experience listening to the show during a podcast for a nonprofit he co-founded, No Boundaries USA.

“Yeah, it’s like a world that was completely cut off to me,” he said. “I went to Circus de Soleil with my family and my kids are like, ‘Dad, I can’t even describe what’s going on. It’s happening too fast. So just sit back and enjoy the music.'”

He said the narration for Omnium “really made it accessible and an open door for me and so many people.”

Citing a federal contracting goal that seeks to have at least 7% of employees be people with disabilities, Omnium Circus says 26% of the circus’s team of 87 people are differently abled.

While training inexperienced staff can be a huge undertaking, the circumstances of the pandemic also allowed the circus to launch an apprenticeship-like program, furthering its racial diversity, Lewis said.

“From the boardroom to the box office to center ring, Omnium is leading the way in inclusivity and we are proud to announce we have such a high percentage of disabled employees in the Omnium family, especially during National Disability Employment Awareness Month,” Lewis said in a statement. “The circus has traditionally always been a place of diversity and acceptance and all are certainly welcome under our big top.”

Envision Route 7 Bus Rapid Transit concept (via NVTC)

A regional study of the proposed bus rapid transit (BRT) route from Tysons to Alexandria is moving into a new phase that will assess options through the Seven Corners area.

The Northern Virginia Transportation Commission voted last night (Thursday) to approve a contract for the fourth phase of its Envision Route 7 mobility analysis study, which began in 2013 to evaluate the possibility of bus service between the Spring Hill Metro station and Alexandria’s Mark Center.

The Fairfax County Board of Supervisors gave their support to NVTC’s plans to continue the study in February and approved a recommended route for the Tysons segment of the BRT line in July.

“As we look to the corridor in segments, Fairfax has done a lot of work from Tysons to the border of Falls Church,” NVTC staff said at yesterday’s meeting. “This picks up on the analysis they’ve done and continues down to Seven Corners.”

The study is expected to take up to 18 months, ending in April 2023. It will be followed by environmental and preliminary engineering design before staff comes back with a strategic framework for the plan. The contract was approved with a $516,800 cap.

According to a report prepared for the meeting:

The Envision Route 7 Phase IV-1 Mobility Study will evaluate and determine the mobility benefits and impacts resulting from the proposed Bus Rapid Transit (BRT) from Tysons to Seven Corners. The overall study objectives for this effort for the section of Route 7 from Tysons to Seven Corners are:

  • To determine the mobility benefits of BRT along Route 7;
  • To gain a better appreciation of the traffic impacts of BRT along Route 7;
  • To gain an understanding of the traffic operational issues with a BRT operating along
    Route 7; and,
  • To facilitate the public understanding of how a BRT would operate along Route 7.

With the 11-mile Route 7 corridor expected to see a 35% growth in population and jobs by 2040, NVTC anticipates that the planned BRT will generate about 30,000 boardings per day, two-thirds of which will be for shopping and recreation, according to the project webpage.

The project is part of a larger effort to create a regional BRT network, with services also planned for Alexandria’s West End and Richmond Highway in Fairfax County.
