The Fairfax County School Board is postponing its decision to rename Mosby Woods Elementary School to solicit more community engagement.
“We have not had the level of public participation that we had hoped for, and therefore, we are working with staff to come up additional options and to solicit additional community input,” Providence District School Board representative Karl Frisch said during the school board meeting last night (Thursday).
“More information about these two items will be announced as details are worked out with staff,” he said.
Frisch and at-large member Karen Keys-Gamarra proposed renaming Mosby Woods Elementary School on June 18 with the support of descendants of Mosby.
The school board voted on Oct. 8 to change the name so that it no longer recognizes John S. Mosby, a Confederate colonel who led a guerrilla campaign against Union supply and communications lines in Northern Virginia during the Civil War.
Fairfax County Public Schools Superintendent Scott Brabrand assembled a list of recommended names in October:
- Mosaic – a nod to the school’s proximity to the Mosaic District
- Five Oaks – the name of the road where the school is located
- Katherine Johnson – a mathematician who helped make spaceflight and the Apollo 11 moon landing possible as a “computer” for NASA
- Mary McBride – a teacher who helped start a school near Fairfax Court House for the children of freed slaves after the Civil War
- Barbara Rose Johns – a student civil rights activist who led a strike in protest of conditions at the all-black Moton High School in Farmville, Va., paving the way for Brown v. Board of Education
Five Oaks currently has a slim lead in Tysons Reporter’s poll on the subject.
During a public hearing on Wednesday (Dec. 2), Mosby Woods teachers Nikki Hudson and Jenny Smith endorsed Mosaic.
“Every teacher on our staff, every enrolled student, all have colorful pieces within themselves that represent their nationalities, religions, heritage and beliefs, and so much more,” Hudson said. “These pieces come together to create an atmosphere that is conducive to acceptance and learning.”
Smith said that sixth-grade teachers had the opportunity to share the recommended names with all seven classes. Students “overwhelmingly” voted for Five Oaks and Mosaic, which received 56 and 74 votes, respectively.
While students said Five Oaks was “simple” and “sounds good,” their answers for Mosaic went deeper.
“They said things like, ‘We are all different cultures, and when we are all put together, we are a beautiful picture where we all belong,'” she said.
They were very concerned, however, about the mascot: “The mascot of mustangs is very important to these sixth graders,” Smith said. “Mosaic Mustangs seems to fit.”
Speaking for unionized Fairfax teachers, Fairfax County Federation of Teachers President Tina Williams recommended Barbara Rose Johns because of how “her dedication, perseverance and hard work contributed to the ruling of Brown v. Board of Education.”
“Unfortunately, racial segregation is still alive and present in Virginia,” she said. “A recent report found that racial segregation has gotten worse over the last 15 years, especially in Virginia metro areas, due to overt and covert racist policies.”
A few people suggested names not on the list, including civil rights icon Ruby Bridges and L. Douglas Wilder, the first African American governor in the country and the Commonwealth.
“He was a man who brought so much service and dedication to our Commonwealth and the country as a former war hero, governor and state senator,” student Teddy Geiss said.

Anyone who says a Zoom webinar can’t be action-packed should brace themselves for the young actors of the Traveling Players Ensemble, who will be fighting ogres, evacuating subways and fleeing detectives in three one-act plays adapted for Zoom next week.
The players are making final preparations for the inaugural festival, which will be held on Dec. 13 with shows from 2-3:15 p.m., 3:30-4:45 p.m. and 7-8:30 p.m. Tickets are $10 for access to a Zoom webinar.
A McLean-based theater company for youths in grades 4-12, the Traveling Players Ensemble is known for its summer camps, so when COVID-19 arrived this spring, it had to make a choice: be outdoors with masks, or be virtual without them.
Since masks were not going to be an effective way to perform, the group went virtual. Producing Artistic Director Jeanne Harrison says she was pleasantly surprised by the results.
“We couldn’t believe it worked, or that the community became strong,” she said. “We thought it would be isolating. It didn’t work for 100% of the kids, but it worked for most of them.”
She decided to carry that energy into the fall by doing something new for TPE: fall plays. The young actors are upbeat about performing for the Zoom screen.
“I feel like it hasn’t affected the way I act very much,” said Sara Kaufman, who plays Flavia, a teen who travels back in time to first-century London when it was occupied by the Romans, in “Dust.”
While she does not have to do as much physical blocking, Kaufman says “you can still interact and play off people’s energies online on Zoom.”
She and fellow actor Kaitlyn McCarley say it is hard not to see the audience and play off their reactions. Instead, Kaufman, McCarley, and fellow actor Liam Mclaughlin read the congratulatory messages on the Zoom chat for a confidence boost between acts.
Mclaughlin plays a comic relief character named Unferth in “Beowulf (and the Bard).” While his acting has not changed, he has started moving the camera around to alter what the audience sees for comedic effect.
“Sometimes, that makes things, if anything, a bit better,” Mclaughlin said. “You can do a lot of things with a camera that you couldn’t do with an audience’s point of view.” Read More
With Thanksgiving over and Christmas music on the airwaves debate-free, local nonprofits and nurseries are starting their annual sales of Christmas trees and other holiday greenery.
People getting into the festive spirit can choose from many local organizations, which will use the money to fund everything from scholarships and Boy Scout Troop outings to youth ministry programs and community health programming.
Trinity United Methodist Church in McLean (1205 Dolley Madison Blvd) kicked off its sales right after Thanksgiving Day, and they will continue through mid-December. The sales benefit Trinity youth ministries and Boy Scout Troop 869.
Hours for the sales vary depending on the day:
- Thursday & Friday: 4-6 p.m.
- Saturday: 9 a.m.-5 p.m.
- Sunday: 12-5 p.m.
St. John Academy in McLean (6422 Linway Terrace) is launching its Christmas tree sales this Thursday (Dec. 3). A tree lot will be set up in the school’s lower-level parking lot through Dec. 20.
Trees start at $50, and garlands and wreaths are also available. Sale hours are 4-7 p.m. on Wednesday through Friday and 10 a.m.-7 p.m. on Saturdays and Sundays.
The Optimist Club of Greater Virginia is selling Christmas trees, wreathes, roping, and tree stands at the corner of Maple Avenue and Branch Road near PNC Bank and Giant in Vienna. Weekday hours go from 4-8 p.m., and weekend hours are from 10 a.m.-7 p.m.
Tree sales fund awards, scholarships, and honoraria for students from James Madison, George Marshall, and Oakton High Schools, as well as their school pyramid, scout troops, sports teams and youth groups, according to the Vienna Business Association website.
The Vienna Lions Club has Fraser Firs for sale with costs ranging from $65 to $115. The club will also be selling wreaths, ropage and related holiday goods in the Walgreens parking lot at 225 Maple Ave.
Hours are:
- Weekdays: 2 to 8 p.m.
- Saturday: 9 a.m. to 8 p.m.
- Sunday: 11 a.m. to 7 p.m.
According to its website, the Vienna Lions Club expects items to be gone before Dec. 13.
“We will remain open until we sell out,” the club said. “We anticipate a strong and brisk tree sale and remind our loyal customers of just how quickly our inventory can diminish.”
Proceeds from the sale benefit local, national, and international LIONS Sight and Hearing Foundation activities, along with several organizations, community, and individual betterment activities.
Local nurseries in Fairfax County have also decked out their socially distanced halls with greenery to buy.
In Vienna, shoppers can stop by DePaul’s Urban Farm (2599 Chain Bridge Rd) for trees and a holiday market.
The Merrifield Christmas shop looks more spread out this year to allow for safe social distancing, but it is still offering the same selection of Christmas decor, plants, and greens.
Orders must be placed before arriving at one of the store’s three locations in Falls Church, Fair Oaks, and Gainsville. Once shoppers arrive at the loading station, they can remain in their vehicles while staff loads their purchases.
Meadows Farms has trees, poinsettias and wreaths galore, with locations in Chantilly, Falls Church, Annandale, Vienna and Herndon, and 16 other shops. It also has an online library with decorating tips and care instructions.

Members of the Fairfax County Board of Supervisors share numerous concerns about the environmental impact of the I-495 Express Lanes Northern Extension (495 NEXT) project.
Based on an environmental assessment released in February, the board’s comments highlight everything from traffic and transit to stormwater management, along with recommendations to minimize the impact on trees, waterways, streams, historic properties and noise.
“The Board requests that VDOT continue to allow time for the public to provide feedback on the project prior to executing a final contract,” Chairman Jeffery McKay said in a letter to Virginia Secretary of Transportation Shannon Valentine that the board is scheduled to approve when it meets today (Tuesday).
The project is intended to add more capacity to I-495 to take some of the cut-through traffic off nearby McLean streets, but without expanding the American Legion Bridge and I-495 on the Maryland side, some are concerned the express lanes will only push the bottleneck further north.
A traffic analysis found that generally, travel time along the Capital Beltway corridor will improve in both 2025 and 2045 once Maryland completes their managed lane system.
Until Maryland completes its improvements, the analysis predicted delays along general purpose lanes going north on I-495. In response, the board urged the Virginia Department of Transportation to shorten the time between the opening of the two projects.
“It is critical that VDOT address the temporary impacts of opening prior to Maryland’s managed lanes,” they said.
As part of the 495 NEXT project, VDOT has committed to building a major regional trail in accordance with Fairfax County’s Comprehensive Plan. The Board of Supervisors is requesting that the trail continue through Tysons instead of ending at Lewinsville Road.
They also urged VDOT to find money to promote transit access along the corridor, which will help reduce single-occupancy vehicle ridership and encourage sustainable transportation system.
Stormwater management ranks among Fairfax County’s top environmental concerns for 495 NEXT. Noting that flooding has particularly been an issue in the McLean area, the board wants VDOT to meet county requirements, rather than being grandfathered into lenient state standards.
“If meeting our local stormwater management requirements is not attainable, VDOT should implement requirements to the maximum extent practicable and provide documentation demonstrating that the technical requirements are not fully feasible,” McKay said in the letter. Read More
About 250 more people are using Fairfax County’s emergency homelessness services this November over last November, and there are enough beds for just over half of them.
That number could increase as the federal ban on evictions draws nearer.
“As we look at potential rising eviction numbers, we need to be aware of the capacity for the homelessness system,” Fairfax County Health, Housing and Human Services Chief Strategist Dean Klein told the Board of Supervisors during a Health and Human Services committee meeting on Tuesday (Nov. 24).
With COVID-19 cases rising, Fairfax County is dealing with increasing numbers of people experiencing homelessness as well as the threat of rising eviction rates. Klein says rent assistance and partnerships with landlords will be critical for preventing evictions and keeping people in homes this winter.
“Our ongoing efforts to reach out to vulnerable populations is increasingly critical,” he said.
One step Fairfax County has taken is to form an eviction prevention task force with representatives from various county agencies, the county sheriff’s office, and the nonprofit law firm Legal Services of Northern Virginia.
Klein says he hopes to receive financial support from the Board of Supervisors next month. His staff anticipates spending at the same level as it is right now, which is about $600,000 a week.
Providence District Supervisor Dalia Palchik said a board matter is in the works that would “give additional local support for our continuation of basic needs, which we know continues to be a concern for us.”
Although funding comes from a number of sources, some are set to run dry soon, adding to the sense of urgency.
The Federal Emergency Management Agency stepped in this year to pay for hotel rooms so that people experiencing homelessness could have a place to sleep safely during the pandemic. However, it is unclear how long FEMA will continue to provide funding, Klein says.
Fairfax County Office to Prevent and End Homelessness Deputy Director Tom Barnett said the FEMA commitments are on a month-to-month basis and will last through the middle of December.

Tysons Corner Center is making the best of the holiday season with socially distanced, masked versions of traditional mall festivities.
“It’s no secret that 2020 has been a difficult year, especially among food and beverage, retail, and service-based sectors,” Todd Putt, the mall’s marketing director, said.
But the shopping center is moving forward by focusing on seasonal activities, new store openings, and other initiatives, Putt says.
There are many new events on the roster, but customers will recognize one familiar tradition: Santa.
“Everyone is looking for something that feels normal, and Santa in malls is one of those traditions that people associate with normal,” Putt said. “We didn’t want to give it up. We wanted to have it fit the moment and focus on the health of our guests.”
Santa will be seated at a distance from his guests with a physical barrier. Guests will be asked to wear masks, and hand sanitizing stations will be plentiful. Reservations are recommended, but not required.
From Friday, Nov. 27 to Dec. 31, guests will also be able to meet and greet The Grinch in his cave next to A Christmas to Remember, one of the new stores in the mall. Admission includes a free printed photo and a collectible Grinch ornament.
After Santa and The Grinch, shoppers can visit stores that have been reopening since the summer, with some opening as recently as two weeks ago. New brands include Purple Mattress, Elite Jewelers, Brow and Body Spa, A Christmas to Remember, Tailor on Tap, Lids, See’s Candies, Neuhaus Chocolate, Therabody, and Tonal.
Some — such as Purple Mattress, Therabody and Tonal — are digital brands that are just starting to have brick-and-mortar locations, Putt said.
“There is something to be said about a physical retail presence, and brands recognize that,” he said. “It’s a great way to communicate about their brand.”
The stand-out categories for shopping this holiday season are fitness, home furnishing, electronics, and athleisure apparel, which “makes perfect sense,” Putt says.

Vienna residents and employees who are struggling to make housing and utility payments due to COVID-19 may be eligible for help.
Through its new CARES Fund, the Town of Vienna will provide $100,000 in assistance to residents and workers for up to one month of housing expenses and gas and electric bills. The program is first come, first served, and recipients do not need to repay the town, which will allocate the funds through direct payments.
“As the health crisis continues to linger, some families are finding it increasingly difficult to hold on financially,” Vienna Economic Development Manager Natalie Monkou said in a statement.
“The Town has been fortunate to have received CARES Act funding through Fairfax County that has helped us weather, to some degree, the financial impacts of the coronavirus pandemic,” Monkou said. “We want to share what we’ve received with those most in need and provide assistance to those who live and work in Vienna.”
The town may contribute up to 5% for administrative costs, making the entire appropriation worth up to $105,000. The Vienna Town Council approved an agreement establishing the fund on Nov. 2.
“We know the funding is limited, so we’re trying to target to help as many people as possible. That’s why it’s limited to up to one month for housing and utilities,” Monkou told the town council on Nov. 2.
The Vienna CARES Fund will be administered through Fairfax County, and the direct payments will be made by the Committee for Helping Others.
Although her office does not have a list, Monkou told the town council that staff “will be working to target residents and business workers who fit the eligibility criteria.”
Recipients must earn less than 60% of the area median income and must provide proof of income, mortgage or rental agreement, and utility billing.
Those who do not live in Vienna may be eligible if they live in Fairfax County and work for a business in Vienna with a valid business license.
The eligibility process could be quick, if applicants have the needed information on hand and can upload it, Monkou said, adding that for those who do not meet eligibility, there are other programs at the county level.
During the meeting, Mayor Linda Colbert told Monkou she was glad this program could work out.
“I know it’s not the end-all for the group of people we’re going to help, but I think it matters and it’s important that we’re doing this,” she said.

The results of a recent survey on whether to rename Thomas Jefferson Elementary School and George Mason High School triggered surprise, anger, and tears during a Falls Church City Public Schools School Board meeting on Tuesday (Nov. 17).
A majority of respondents — 56% overall — support keeping the names Thomas Jefferson and George Mason, two key historical figures from Virginia who publicly supported an end to slavery, while privately enslaving Black people. For George Mason, 26% support a name change, and for Thomas Jefferson, that population is 23%. The rest had no opinion.
K12 Insight, a consultant hired by the school board, surveyed parents, staff members, students in grades 6-12, and community members from Oct. 14 to 28 to gauge whether they want to see new names for the schools. For both schools, three-quarters of the community members who responded wanted to keep the names, and the margins were smaller for parents, students, and staff.
The discussion to rename the schools began on June 30. With the survey results back, school board members have scheduled a vote on whether to move forward with the name changes for Dec. 8.
Those who support changing the names cited the fact that the men participated in slavery and urged the school to embrace social change and support students who may feel marginalized.
Those who voted to keep the names responded that slavery was a norm at the time that should not disqualify these men from being honored.
School Board member Lawrence Webb, the only Black person on the board, said during a work session on Tuesday that he was surprised by the results of the survey.
“There are a lot of folks who are progressive and supportive of community relations,” he said. “I’m sort of bothered by how folks have couched this conversation of ‘This is something that was acceptable at the time.'”
Webb disagreed with those who characterized a school name change as a waste of resources. The amount of money would be “nominal,” and for George Mason, the timing would coincide with an ongoing project to build a brand new high school.
According to FCCPS, renaming George Mason would cost an estimated $96,760, and renaming Thomas Jefferson would cost around $13,500. The K12 Insight survey cost $8,500. Read More
The novel coronavirus pandemic did not dampen Noel and Jasmine Bourroughs’ first summer running a mobile Kona Ice truck in Fairfax and the City of Falls Church.
In fact, their first season of operating the franchise was so successful they decided to expand. By next March, the couple anticipates opening two more trucks that serve Arlington and McLean.
“It is exciting,” Noel said. “I believe wholeheartedly in the company, and the company and I think it’s going to be a winner. “
For the Bourroughs, who live outside the City of Fairfax, the opportunities to support the community through shaved ice distinguished Kona from the other franchise options they mulled over this spring.
“The more I looked at it, the more I liked it,” Noel said. “The philosophy of the company is fantastic, and owning a business that has the flexibility to give back is satisfying.”
Some jobs limit opportunities for charitable work to allowing employees to participate in a company’s plans, he said. Kona, which has more than 1,600 trucks in 49 states, encourages franchise owners to donate to organizations close to home.
Since the company’s launch in June 2007, it has contributed more than $82 million to community organizations.
“I have the freedom to do as much charity as I can fit into my schedule,” he said.
The Bourroughs pledge to continue the mobile franchise’s tradition of donating thousands of dollars each year to local school groups, teams, and community organizations.
This season, which lasted from July 3 to mid-November, the Bourroughs parked outside an apartment complex at the request of the management and raised money to sponsor a cyclist in a Bike for Multiple Sclerosis event. Another Saturday morning, the couple raised several hundred dollars for two brothers in need of a bone marrow transplant.
“Noel and Jasmine share our commitment to giving back,” Kona Ice founder and president Tony Lamb said in a statement. “They want to have a positive influence on the people in their community, whether it’s new textbooks, sports uniforms or, simply, a smile. We are proud to have them on-board. Together, we are excited to make a difference in the lives of those around us.”
After the season ended two weekends ago, the Bourroughs are in planning mode for next year, although several franchise trucks have switched to cozy winter drinks. He has a good feeling about next season because of the promise of a COVID-19 vaccine.
“If we can get that distributed early in the year, then we should be back on track for a lot of events that were cancelled from this year,” he said. “I’m very enthusiastic about that.”
This season, the truck put up signs reminding people to stay distanced, but the coolest safety-related change was the addition of a self-serve machine that dispenses 10 flavors that customers can mix. Customers insert their spoons into a handle that releases the syrup for a completely touch-free experience.

Metrorail and Metrobus users in Fairfax County may be seeing service changes next year.
Proposed by Washington Metropolitan Area Transit Authority staff to help close a $176.5 million-gap in the budget for this fiscal year, the changes span management actions to service changes to deferred capital projects. WMATA staff say the Silver Line expansion will not be impacted.
The proposed budget revisions are currently under review and will be voted on by the WMATA Board of Directors this Thursday (Nov. 19).
This deficit is mostly a result of an 80% reduction in revenue from ridership, WMATA Virginia Government Relations Officer Gregory Potts told the Greater Tysons Citizens Coalition during a meeting on Nov. 12.
The Metro saw a 90% drop in ridership across the board, including Tysons, Potts said. The declines in train and bus usage began in mid-March due to the COVID-19 pandemic, and they persist today.
Nine months into the pandemic, Metrobus ridership is down by 60%, a slight recovery from the 80% drop seen earlier in the year. That change can be partly attributed to the number of essential workers who may not be able to afford a car but still need to get to their jobs, Potts said.
“It’s been pretty eye-opening to us how important the bus is to the region,” Potts said. “Sometimes rail gets all the attention, but the bus system is really important to a lot of individuals. It’s an equity issue for us.”
WMATA staff are recommending Board members vote to authorize management actions and save $30.5 million, to defer non-safety related capital projects and save $30 million, and to make service reductions amounting to $116 million in savings.
The cuts could have been worse. A first draft of the plan released in September had more changes and cuts, because the deficit was projected to be $212 million. The plan was revised after WMATA opened up the plan for public comment, pushed its CARES Act money further, and found additional savings in operating costs.
WMATA initially projected the $546 million it received from the CARES Act would only last through 2020, but the agency now says it will stretch until March 2021. It also saved $35.5 million that would have paid for overtime, fuel, utilities and other costs.
Despite public objection to some reductions in services, a few bus lines that have been suspended in Fairfax County will remain on hold under WMATA’s updated budget plan.
It is hard to pinpoint when transit rates could return, Potts said.
“If you’re talking about pre-COVID-19 rates or more generally, some talk of ‘normalcy,’ where there are people wearing masks but more people riding, for transit, there will be an impact for longer than we want to imagine right now,” Potts said.
Currently, WMATA cleans buses, trains, and high touch-points daily, and it disinfects on demand with an electrostatic fogger machine, he said. Staff are providing riders with masks. Bus riders board from the back and the operators are protected by plastic shields.
Earlier this year, the Metro board approved a six-month deferral of the fare changes that will last through November.
To eliminate contact with employees, WMATA launched a SmartTrip app for Apple in September that enables contactless mobile fare payment. An Android app will be available by the end of the year, according to Potts.
“That’s good for convenience and safety,” he said.
Despite initial concerns about people contracting the novel coronavirus while using public transit, some preliminary studies internationally have demonstrated that “transit has not been known to be a transmitter in the way that other facilities may be,” Potts said.
Another positive development is that platform renovations to improve safety and accessibility at the Metrorail stations in Vienna, Dunn Loring, East Falls Church, and West Falls Church were completed on time.
“We’ve finished 10 platforms in the last year and a half,” Potts said. “It’s really moving along well. With the pandemic, they could actually maintain their schedule.”
