Vienna police responded to calls about a “suspicious man” asking for relationship advice following a recent breakup.
The first incident was reported last Friday (April 26) around 3:30 p.m. in the 1000 block of Fairway Drive, NE.
“Officers responded to the report of a suspicious man who was going to residents in the neighborhood seeking relationship advice,” the police report said.
A few days later on Monday (April 29), the man went to a spa at 120 Beulah Road, NE shortly before 7 p.m. and began asking for relationship advice, which made the spa employees feel uncomfortable, according to the report.
“As one of the employees began to call the police, the man ran from the business. Officers located the man who advised that he had recently gone through a relationship breakup and he was looking for advice,” the report said.
The Vienna Police Department confirmed to Tysons Reporter that it was the same man in both incidents.

An Arlington resident was arrested yesterday (Thursday) for allegedly stealing a Porsche and leading Fairfax County police on a chase through Tysons.
A police recap said that FCPD was notified about a stolen Porsche from Arlington County.
Officers in the Tysons Urban Team spotted the car and tried to stop it, but the driver sped off, leading police in a pursuit.
According to the police recap:
The car was found nearby, abandoned. With the help of our helicopter and K9 team, officers found the driver, Michael Louk, 45, of Arlington, hiding in the wood line. Louk was arrested and charged with grand larceny, driving on a revoked license and disregard police signal to stop.
The man had previously been arrested for allegedly stealing a car in Tysons mid-pizza delivery.

Fairfax County’s violent crime rates slightly decreased this year compared to last year, according to a new report from the police department.
The new data comes from FCPD’s annual crime report, which the department released today (Friday). The 64-page document reports a decrease in violent crime rates between 2017 and 2018 for homicide, rape, robbery and aggravated assault.

- rape decreased from 98 to 92
- robbery decreased from 428 to 354
- aggravated assault decreased from 283 to 260
The report also provides comparisons between FCPD’s eight police districts for the number of driving while intoxicated (DWI) arrests, citations and dispatched calls.
The McLean District, which covers Merrifield, Dunn Loring, Falls Church, McLean, Tysons Corner and Great Falls, fell on the higher end for the number of DWI arrests with 251 last year.
The report says that officers from the McLean District teamed up last year with Fairfax County Public Schools to support “International Walk to School Day” to reduce traffic congestion and pollution near schools as the county grapples with transportation infrastructure challenges.
In addition to the crime statistics, the report also notes how many different types of complaints the Internal Affairs Bureau closed. A majority of internal complaints were closed — 129 out of 169. Out of the 129 external complaints, however, only 78 were closed.
The Fairfax County Police Department Internal Affairs Bureau is reviewing an incident last week after members of the public complained officers “brutalized” and “threatened” two teenagers.
FCPD released a video yesterday (Tuesday) to dispute online claims that a teenage girl was “body slammed” during an arrest in Tysons Corner Center last Thursday (April 25.) Police Chief Edwin C. Roessler Jr. directed the Internal Affairs Bureau to review the incident, according to the press release, and said the Police Auditor will conduct an independent review.
The video shows a man pulling a woman into a store while holding her hands behind her back. After what appears to be a struggle, she then falls to the ground.
Police say during the incident a 19-year-old woman “threw down her water bottle and dumped her drink all over the store’s floor and walked away” after her 22-year-old friend was caught shoplifting and issued a summons.
Police say the 19-year-old “began screaming and acting disorderly” when police approached her, and that she attempted to break free from police after being brought back into the store.
“To gain control and prevent her from harming herself or others, she was taken to the ground by the arresting officer and finally handcuffed,” noted the police report last week.
People criticized the police’s response on Facebook, saying officers “brutalized” and “threatened” the teenagers and bullied bystanders.
Police issued the 19-year-old a summons for disorderly conduct and obstruction of justice, and mall management banned her from Tysons Corner Center for one year, according to the report.
A 27-year-old Fairfax man was also arrested for disorderly conduct after he “aggressively approached officers, cursing at them and attempting to interfere with their investigation,” the report says.

The notorious Tysons Tire Bandits have struck once again, bringing the total number of thefts in the area since February up to nine.
A Fairfax County Police Department (FCPD) recap from yesterday (April 29) said tires were stolen from a vehicle from The Fountains neighborhood at the 1500 block of Lincoln Way.
This isn’t the first time the small residential community just north of Tysons Galleria has been hit by tire thieves. On March 7, an FCPD report said another vehicle in the community had its tires stolen.
At the time, a Redditor claiming to be the victim of the larceny shared a warning to others about the incident on the Northern Virginia subreddit. According to the Reddit post:
Hey all, just a quick warning. I just had the wheels stolen off of my 2018 Charger on Sunday night from the parking garage in my apartment complex. I filed a police report and the officer with whom I spoke said that this is becoming a much more prevalent problem in the area, with thieves targeting vehicles even in open parking lots.
My car had wheel locks, but unfortunately they really don’t do anything except slow the thieves down by a few seconds, as most of the perpetrators in this area are professionals, and are in and out within minutes. Just a caution for everyone, perhaps consider installing tilt sensors or dash cameras in your vehicles to prevent something like this from happening to you. Definitely the first purchase I’ll make once my car is back up and running.
When we last reported on the spate of thefts on April 9, the total was seven. Since then, the April 11 FCPD recap also reported that tires were stolen from a vehicle on the 1500 block of Westbranch Drive.
This is the fourth time tire thieves have hit the 1500 block of Westbranch Drive. Police said the location is an offsite garage for a local dealership, which made it a target for the thieves.
While the investigation is ongoing, police said the thefts are likely related.

Police say a man was held at gunpoint during an ATM withdrawal in Vienna yesterday (Sunday), but the suspect fled without obtaining any money.
Fairfax County police called in the helicopter and K-9s in search of a would-be robber. Despite the search the suspect escaped, according to a press release from the Town of Vienna.
According to the press release:
The helicopter responded to assist Vienna officers with an attempted robbery that happened at the Wells Fargo Bank ATM on Maple Avenue around 5:45 a.m. A citizen was attempting to withdraw money from the ATM when a black male with a handgun confronted him. The male suspect, described as a black male, early 20’s, 6’1″, wearing all dark clothing, fled the area without obtaining any money.

There was little major criminal activity of note in Vienna this week, but there was a hat.
Last Friday, according to the Vienna Police Department’s latest crime report, police found a hat in the 100 block of Moore Avenue, SE. Separately, an athletic bag was found at Cottage Street and Moore Avenue, SW.
Other entries in the crime report — which chronicles every police incident of note in the Town of Vienna, from the serious to the most mundane — include animal incidents and lost items.
Police say a cat bit an employee of an animal hospital during a medical procedure last week, noting “the cat resides in Town and was placed on a 10-day quarantine.”
If you or someone you know lost a cell phone and purse last week, check the Vienna police station. Last Thursday (April 18), an Uber driver turned in those items left by customers in his vehicle, the report says.

Fairfax County Police say two employees at an unnamed business near the Spring Hill Metro station were threatened at gunpoint, and one was robbed.
The report says the robbery took place on the 8400 block of Broad Street — the block behind The Ascent residential building — around 2 p.m. on Tuesday (April 23), according to the police report.
According to the report:
Two employees overheard a commotion in the stairwell and saw two men walking away. The employees were then approached by the men and one of them displayed a black handgun. One employee ran away while the second was assaulted and his property was taken. The men left the area in a black sedan. They are described as black, about 6′ and wearing dark clothing.

(Updated 2:35 p.m.) Falls Church Police have made two arrests after they say a massage parlor customer was sexually assaulted.
“Police responded to Rainbow Massage (800 W Broad St., Unit 101) after a victim reported inappropriate touching during a massage,” according to a police press release.
On Friday (April 19) police arrested 60-year-old Dongfang Chen and 55-year-old Zao Wen Xie. Chen was charged with Sexual Battery and Massage Permit Violations. Xie was charged with allowing an Unlicensed Massage.
Detectives believe there may be more victims, the press release says. Anyone with information can contact the City of Falls Church Police at 703-248-5053.

Per City Code Sec. 8-74, a massage establishment must have a permit to operate in the City of Falls Church. All massage therapists must be certified by both the Virginia Board of Nursing and have a massage therapist permit from the City of Falls Church. A resident called Vienna police after she found unwanted bags of dog poop and trash in her yard last week.
The incidents took place in the 100 block of Dogwood Street, SW between 7 a.m. on Monday, April 8, and 6:07 p.m. on Friday, April 12, according to police.
“A resident reported that there have been a couple of occasions when someone as left bags of dog excrement and trash in her yard,” according to today’s Vienna crime report.
Elsewhere in Vienna, this week’s crime report includes a case of a Windover Avenue, NW resident who “reported she has received packages from Amazon that she never ordered” between last Wednesday, April 10, and Wednesday, April 17. “The person placing the order is using some of the resident’s personal information,” the report says.
