The Vienna Police Department is looking for the man who allegedly exposed himself to a woman on Sunday (Feb. 16).
The incident happened around 7:30 p.m. in the parking lot at 106 Center Street N., which is near the Vienna Elementary School.
The woman, who was in her vehicle when the incident occurred, told police that she saw a man on the sidewalk near the building and that he exposed himself to her and began walking toward her, according to the police report.
“The woman immediately left the area and called the police,” police said. “Officers searched the area but were unable to locate the man.”
In a separate incident, Vienna police arrested a 25-year-old D.C. man for alleged prescription drug fraud.
Police said that the man tried to fill fraudulent prescriptions at the Vienna Drug Center (150 Maple Avenue W.) three times between December and February.
It is unclear if the man was able to fill a prescription on Dec. 17, but police said that he obtained fraudulent drugs from the pharmacy between Feb. 10-14.
On Tuesday (Feb. 18), an employee at the pharmacy reported to the police that the man was trying to fill a fraudulent doctor’s order, police said.
Police arrested and charged the man with prescription fraud and transported him to the Fairfax County Adult Detention Center.

Fairfax County police said that a 21-year-old man from Falls Church is facing felony charges for allegedly soliciting sex from minors via social media accounts.
Police said that they began their investigation last month after a minor told their parents about unwanted sexual contact with the man.
Detectives believe the man “used several social media accounts with false names while also misrepresenting his age to solicit sex from minors,” police said.
The man, who was arrested yesterday (Wednesday), is facing two felony charges of carnal knowledge and the use of a communication device to solicit a minor, according to police.
He was taken to the Adult Detention Center and released on bond, police said.

Vienna police said a kid is now without his bicycle after it was swiped.
A kid reported that someone stole the bicycle he locked in a pallet in the parking lot outside CrossFit (434 Mill Street NE), police said.
The incident happened between 4-5 p.m. on Tuesday (Feb. 11).
If anyone is missing a key, a woman turned in a key she found in the parking lot in the 100 block of Maple Avenue on Tuesday.

The Fairfax County Board of Supervisors has decided to waive the county building and inspection fees for Vienna’s new police station.
Hunter Mill District Supervisor Walter Alcorn and Chairman Jeff McKay proposed the board matter on Tuesday (Feb. 11).
Alcorn said that Vienna town officials requested the waivers.
The Town of Vienna is currently designing a new police station that will have a community room and more space.
“This new building will provide the opportunity for the Town to place all their police functions in one building with upgraded technology and security,” the board matter says. “The building is also being designed to accommodate the town’s emergency planning needs and will include additional community space for the town’s residents.”
While the new station is under construction, the police plan to use space in Town Hall and have a temporary station at 440 Beulah Road NE.
“In 2020, Vienna will be submitting plans and applications for this project which require numerous permits and inspections from Fairfax County,” according to the board matter. “The Town of Vienna has requested, and we support, waiving all county building and inspection fees applicable to the Vienna Police Facility Construction Project to best serve the community.”

Fairfax County police say a man was arrested in connection to a fatal hit and run on Arlington Blvd (Route 50) in the Falls Church area last January.
Police said a pickup truck struck and killed 93-year-old Pericles Apostolou, from Falls Church, when he was crossing Arlington Blvd outside of the crosswalk near Summerfield Road around 6 p.m. on Jan. 18, 2019, police said.
“The truck did not stop and drove away from the scene,” police said last year.
FCPD announced today (Wednesday) that 30-year-old Michael Smith, of Fredericksburg, has been charged with felony hit-and-run.
“Detectives from our Crash Reconstruction Unit worked extensively to identify the suspect,” according to a press release. “Through their investigative leads and tips received from the community, Smith was identified and arrested by Manassas City Police on Feb. 6.”
Smith is currently being held at the Fairfax County Adult Detention Center with no bond, according to police.
Police said they are also working on three unsolved, fatal hit and run cases from 2018 and 2019, which includes one on Leesburg Pike near I-495 last February. Police are asking that anyone with information about this case or the other three to contact them at 703-280-0543.

The future home of the temporary police station was a hot-button topic at the Vienna Town Council meeting last Monday (Jan. 3).
Vienna Police Chief Jim Morris gave updates on proposed community impact and general plan details before the council voted unanimously to designate both town-owned properties at 114 Locust Street SW and 440 Beulah Road NE for public use.
At the meeting, Morris addressed concern from the public, quelling fears that traffic would increase on Locust Street since the facility will not be open to the public — therefore no added traffic will be coming to the area.
People arrested around the town will be brought to another facility, and people with walk-in complaints will be directed to another office.
Other major concerns about the property included stormwater management, which has historically been an issue on the property, according to councilmembers.
“I can never go on [the] record saying we are going to fix the issue,” Morris said, adding that the stormwater plan is a larger issue. Morris did say that they will do their best to manage the problem.
Michael Gallagher, the director of public works in Vienna, said at the meeting that improvements with the water drainage system at 114 Locust Street SW could also improve the stormwater management system for adjacent lots depending on the slant and placement.
Stormwater wasn’t the only issue — Councilmember Howard Springsteen expressed concerns over safety, especially for police car parking.
“Secure parking is critical — I know someone tried to bomb police cars years ago,” he said at the meeting.
Now, the police department will be meeting with the town’s Planning Commission to discuss plans before bringing finalized documents back to the council.
“We are already moving forward with planning and zoning,” Morris said, adding that representatives from the police station have a work session scheduled for tomorrow (Wednesday, Feb. 12). Morris said he also met with planners last Friday (Feb. 7).
Plans are already 80-90% complete, according to Morris, who added that there is still room for input from interest groups, such as neighbors to the property and councilmembers.
Town councilmembers, including Douglas Noble, expressed concern that the plans might be getting ahead of themselves before going through the proper public scrutiny.
“I want to make sure there is enough slack in the schedule,” Noble said.

Vienna police arrested a 28-year-old man who allegedly was drunk and harassing a customer at Zenola.
The incident happened shortly after 9 p.m. on Wednesday, Feb. 5.
Police said that an employee at the Mediterranean restaurant asked the man to leave the premises when he started harassing a customer.
“The man was later found lying in the alley behind the business,” police said. “Officers responded with rescue personnel and determined the man was intoxicated.”
The man, who is from Magarity Road in Falls Church, “became disorderly with the rescue personnel while they were assessing him and treating a minor injury,” police said.
He was arrested for being drunk in public and was transported to the Fairfax County Adult Detention Center.
In a separate incident, Vienna police said a Jammin Java employee reported that someone vandalized the front patio area with paint. The incident happened between 6:30-8:38 p.m. on Saturday, Feb. 1.

A research team from the University of Texas at San Antonio (UTSA) will study use-of-force incidents by Fairfax County police.
About nine months ago, the Fairfax County Board of Supervisors directed Police Auditor Richard Schott to find an academic after a study released almost three years ago found that 40 percent of use-of-force cases in 2015 involved Black people.
After the study was released, Schott reviewed the police department’s data, but several of the supervisors called for more data.
The county announced today (Wednesday) a contract was awarded to a research team from UTSA in partnership with researchers from the University of Cincinnati on Jan. 27.
The study is expected to be completed by Jan. 31, 2021, the press release said.

The study will build upon previous Independent Police Auditor’s reviews of Fairfax County Police Department’s (FCPD) use-of-force incidents. It is intended to identify patterns and trends in uses of force by the FCPD with emphasis on racial, ethnic, gender, or similar disparities across subpopulations.
The study will address the following questions specific to incidents that occurred between 2016-2018:
What factors or combination of factors contribute to the use-of-force by FCPD officers? Specifically, what role does civilian race, ethnicity, gender, or similar personal characteristics play in the decision to use force?
Does the rate of force experienced by persons of different races and/or ethnicities align with those groups’ representation among persons at risk for having force used against them by the police? Do disparities exist in rates of force experienced by different racial and/or ethnic groups relative to risk?
Is civilian race, ethnicity, or gender-related to the level of force used by the police while accounting for resistance and other relevant individual, situational, and environmental factors?
How can the FCPD improve its use-of-force data collection processes to help facilitate future analyses?
What steps can the FCPD take to help reduce bias in use-of-force incidents?
“The UTSA team will issue a public report detailing the study’s methods, findings, conclusions, and recommendations and present it to the Board of Supervisors,” the press release said.
Fairfax County police say that a T-Mobile in McLean was robbed Monday night.
The incident happened shortly after 7 p.m. at 1400 Chain Bridge Road, Suite 100.
“A man entered the store, implied he had a gun and demanded items from inside the safe,” police said. “He left the store in a car and lookout information was broadcasted.”
Police said that the car was later stopped in D.C., adding that charges are pending further investigation.
In a separate incident, police say that someone stole lawn equipment from a home in the 7400 block of Allan Avenue in the Falls Church area.
