Johns Hopkins Medicine’s McLean Office Now Open — Johns Hopkins Community Physicians (JHCP) announced yesterday (Thursday) that its new primary care office in McLean Gateway (6849 Old Dominion Drive) is now open. The group’s first in Virginia, the practice operates Monday through Friday from 8 a.m. to 5 p.m. [JHCP]

Founders Row Secures Movie Theater — Developer Mill Creek told the Falls Church City Council’s Economic Development Committee that a letter of intent has been signed for an eight-screen movie theater planned for the 4.3-acre mixed-use project on Broad and West streets. The name was not revealed, but the company is reportedly headquartered in the D.C. area. [Falls Church News-Press]

Fairfax County Adds Spanish Closed-Captioning — All public meetings and live events that air on Fairfax County’s cable channel will have Spanish closed captions available, starting Tuesday (Feb. 8).  This includes Board of Supervisors and planning commission meetings as well as budget town halls and public safety press conferences. Metro Appoints New Police Chief — “Metro General Manager and Chief Executive Officer Paul J. Wiedefeld today announced that Interim Chief Michael L. Anzallo will serve as Metro Transit Police Department’s new chief. Anzallo was asked to lead MTPD in August 2021 and helped steer the department through pandemic-related challenges with an emphasis on community policing throughout the region.” [WMATA]

Virginia Declares State of Emergency Ahead of Possible Snow — “The National Weather Service is calling for 2 to 3 inches of snow in the District of Columbia and the immediate suburbs in Northern Virginia, along with Fredericksburg. Western Fairfax and Prince William counties, along with Loudoun County, are in the zone where only 1 to 2 inches of snow is expected.” [Patch]

Regular Metrobus Service to Return — Metro will restore regular weekday bus service on Feb. 7, as COVID-19 case rates among employees start to decline. The transit system has been operating at only about 75% of its usual service since Jan. 10 due to a shortage of drivers, leading to reports of buses not showing up and students being stranded. Four Displaced by VITA Tysons Fire — An unattended candle started an apartment fire in the 7900 block of Tysons One Place at 4:02 p.m. on Wednesday (Jan. 26). The fire was extinguished by a sprinkler, but four residents were displaced, and there was $3,000 in property damages, the Fairfax County Fire and Rescue Department says. [FCFRD/Twitter]

Vienna Seeks New Planning Director — “Vienna Planning and Zoning Director Cindy Petkac has stepped down, town officials said at the Vienna Town Council’s Jan. 24 meeting. Founders Row Restaurants Confirmed — The new casual, American concept Ellie Bird will be joined at the upcoming Falls Church development by Arlington-based seafood restaurant Chasin’ Tails, the fast-casual Roll Play Vietnamese Grill, and Vietnamese restaurant-bar Nue. Tysons Mass Vaccine Site Reopens — After two days of canceled appointments due to snow, the Tysons Community Vaccination Center at Tysons Corner Center will resume regular operating hours from 8 a.m. to 6 p.m. Walk-ins are welcome, but appointments are strongly encouraged. [VDH]

Palchik Makes History with NVTC — Providence District Supervisor Dalia Palchik will be the first Latina person to serve as vice chair for the Northern Virginia Transportation Commission, which advocates and coordinates funding for public transit across the region. (Updated at 5:55 p.m.) Rape Case Moves to Supreme Court — “A Virginia man who’s serving 65 years in prison for brutally raping two lifeguards in Alexandria and Fairfax County will ask Virginia’s Supreme Court to overturn his convictions, based on the way he was caught. On Tuesday, attorneys for Jesse Bjerke will ask the commonwealth’s highest court to throw out his 2020 conviction and sentence for attacking lifeguards at deserted pools in Fairfax in 2014 and Alexandria in 2016.” [WTOP]

Restaurants Confirmed for Founders Row — Four tenants, all restaurants, have signed leases for a total of 10,000 square feet of ground-floor commercial space at Falls Church’s Founders Row, developers told the city council’s economic development committee yesterday. The restaurants offer seafood, upscale Asian cuisine, healthy Asian street food location, and ‘elegant modern American cuisine.'” [Falls Church News-Press]

Mosaic District Apparel Company Makes Acquisition — “Custom Ink LLC is finally coming up for air after a very tough 2020…First, the Fairfax custom printing and retail startup is fresh off an acquisition of New York-based corporate gifting company Swag.com, and revenue is around $500 million a year, [CEO Marc] Katz said, up both from 2020 and from 2019, though he declined to share more specifics.” [Washington Business Journal]

Commercial Burglaries Reported — Three commercial burglaries occurred in the Mosaic McLean District last Wednesday and Thursday (Dec. 8-9). The targeted businesses were a Shell gas station and Sun Cleaners on Chain Bridge Road as well as Tysons Florist, where someone painted the walls with graffiti in addition to taking property. [FCPD]

Two Injured in Fire at CIA HQ — Two CIA employees were transported to a hospital for possible smoke inhalation after a fire broke out at the agency’s headquarters in McLean on Saturday (Oct. 2). The “small building fire” was extinguished by sprinklers around 12:30 a.m., according to the Fairfax County Fire and Rescue Department, and the cause hasn’t been determined. [WTOP]

Parents Protest Outside McAuliffe Campaign Office — Fairfax County police responded to a protest of about 20 people outside Terry McAuliffe’s campaign office on Jones Branch Drive in McLean on Friday (Oct. 1). A passerby told Tysons Reporter that the parents, who police said “were peacefully demonstrating,” were “incensed” by the Democratic gubernatorial nominee saying in a recent debate that he doesn’t think “parents should be telling schools what they should teach.”

Capital One Hall Opens — Tysons’ new performing arts venue, which also serves as a corporate event space for Capital One, officially opens its doors to the public today (Friday), with singer Josh Groban putting on the first show at 8 p.m. The theater and classroom facilities will be available to local arts, nonprofit, and charitable community groups at specially negotiated rates by Fairfax County. I-495 Lane Closures Start in Tysons Tonight — “The right lane of the southbound I-495 (Capital Beltway Outer Loop) general purpose lanes will be closed along the three bridges over the Dulles Toll Road (Route 267), weather permitting, from 10 p.m. Friday, Oct. 1 to 5 a.m. Monday, Oct. 4 for bridge joint work…The two right lanes of the southbound I-495 general purpose lanes are scheduled to be closed overnight.” [VDOT]

Founders Row Part 2 Moves Forward — The Falls Church City Council voted 4-3 to let a second phase of Founders Row proceed, potentially bringing 2.07 acres of mixed-use development to the corner of S. West and West Broad streets. Supporters cited developer Mill Creek’s affordable housing commitment and other concessions, while opponents expressed concern about the project’s limited commercial component. Falls Church City could be getting a second phase of the Founders Row development project on W. Broad and S. West streets.

Developer Mill Creek Residential Trust is proposing a mixed-use apartment building with 319 units, ground-floor retail, and underground parking with 80 retail and 351 residential spaces. It would replace the vacant Rite Aid and carpet store at 1001 and 1003 W. Broad Street across the street from the first phase of Founders Row.

“It’s meant to complement phase one in the evolving downtown of the City of Falls Church,” Mill Creek representative Joe Muffler said during a Falls Church City Council meeting on Monday (March 15).

Mill Creek submitted an application for Founders Row II to the city in November. The developer anticipates finishing the first phase by next March and hopes to start phase two around that time, Muffler said.

The developer is seeking special exceptions to allow a 30-foot height bonus, which would make the development to 85 feet tall, and to build residential units in a mixed-use area.

Aiming for LEED Gold status, Founders Row II will have electric vehicle charging stations in the parking lot and plan for future solar panel installations. The developer also plans to put utilities underground and has committed to making street and sidewalk repairs.

Mill Creek plans to re-time signals and add traffic calming measures at the intersection of S. West and W. Broad streets. The project is projected to produce a net 3-4% increase in cars at peak hours, Muffler said.

A Falls Church City staff analysis says nearly 40 units could be set aside as affordable, which is “in significant excess of the ‘typical’ 6% of all units at 60% AMI.” The proposed contribution includes 6% at 60% AMI and 6% at 80% AMI.

The affordable housing unit contribution compensates for a lack of cash contributions, but the developer is willing to be flexible, Muffler said.

The larger-scale contribution also compensates “for not providing net new commercial square feet,” Becky Witsman, the city’s economic development division chief, said in a letter.

58 units will be restricted to residents 55 and older, bringing the total number of proposed age-restricted units to 134 across both Founders Row developments, Muffler said.

“We wanted to bring a thoughtful, diverse mix that brings new renters into the city, that isn’t just kind of one size fits all,” he said.

On Monday, Councilmember Ross Litkenhous commended Mill Creek for adding green space to the proposed project in response to feedback two weeks ago. He said it will help with connectivity to the neighborhood and the Washington & Old Dominion Trail, which passes the site to the north.

In addition to housing, Founders Row II will have 15,000 square feet of retail, 5,000 square feet of medical or professional offices, and a 5,000 square-foot community co-working space. Muffler envisions less experiential, more necessary retail occupying this space.

“We all know Founders Row phase one has lifestyle- and entertainment-heavy retail,” he said. “One thing that is never going away and gets set aside for ‘sexier’ uses is retail such as convenience marts, pharmacies, and dry cleaners.”

The retail will be recessed to provide outdoor seating that will be appealing in light of the pandemic, Muffler said.

Councilmember Letty Hardi said there was “a lot to like” about Mill Creek’s proposal but cautioned that recessed retail with pavilions does not always work. She also suggested adding a turn lane onto S. West Street, as traffic can back up to Madison Lane.

“I know that this will be a consistent point of feedback, as users have trouble turning onto West right now,” Hardi said.
