Hallucinating Man Causes Early Morning Scene — Residents near the Fairlee neighborhood “called for help when they saw a man yelling outside of their building. Officers arrived and discovered the man was hallucinating after taking drugs. The man continued to yell and refused to follow the officers’ instructions.
